The opportunity

Position Overview:

The MEL Manager is responsible for leading the effective planning, implementation and continuous improvement of Aus4Skill’s monitoring, evaluation and learning systems, as outlined in the MEL Strategy, Framework and annual MEL workplans. The role ensures that high-quality evidence is generated, analysed and used to inform decision-making, adaptive management and reporting to DFAT and Government of Vietnam partners.

Working closely with the Senior Manager – Results and Impacts, the MEL Manager promotes a culture of learning and results orientation across all Program components


Key Responsibilities:

  • Contribute to the development and maintenance of the MEL Strategy and Framework.
  • Develop and oversee implementation of the MEL annual plans for the program.
  • Lead updates to the program logic / ToC and ensure these guide all MEL activities.
  • Integrate GEDSI, climate resilience, VfM, and safeguards indicators into MEL tools and reporting.
  • Ensure ethical data practices, consent, and secure data management.
  • Ensure necessary data needs are identified, collected and managed appropriately to support analysis and reporting needs with a view to gathering usable lessons learned.
  • Support the Senior Manager, Results & Impacts in providing technical advice and training to staff members on outcome-level data collection and reporting, share best practice with staff and ensure a continuous learning approach in all MEL activities.
  • Work with the Lead – ICT/Systems and the MEL team to ensure accurate, disaggregated and updated information is contained in Program databases.
  • Arrange, coordinate and facilitate Program Review Workshops with DFAT and Government of Vietnam partners.
  • Manage consultants and service providers engaged to support the Program in the delivery of ADIS and the production of case studies.


Selection Criteria:

  • Tertiary qualifications (preferably postgraduate) in an appropriate field of study such as social sciences, development studies, monitoring and evaluation, education or gender studies.
  • Relevant management experience delivering MEL for multilateral or bilateral development projects, preferably with at least 5 years in a leadership role; experience in human resource development or education management is highly desirable.
  • Demonstrated experience in implementing MEL activities for a program or organisation including experience in a range of data collection methodologies, management and analysis, including qualitative analysis.
  • Knowledge of political economy analysis and the pillars and objectives of the Comprehensive Strategic Partnership between Vietnam and Australia, Australia’s International Development Policy, and Australia and Vietnam’s education and/or development and international engagement priorities will be desirable.
  • Knowledge of gender equality principles and practices in development aid.
  • Inter-personal and communication skills for building and maintaining relationships, reporting, delivering messages and identifying and managing issues, with strong oral and written proficiency in Vietnamese and English language.
