Qualifications:
The successful candidate will bring proven experience managing local governance programs in Jordan and have a strong reputation and rapport with governmental counterparts. Additionally, the candidate should possess:
* Minimum master’s degree in public policy, climate/environment sciences, urban planning, public policy, finance, international development, engineering, economics, or a related field;
* Minimum ten (10) years of demonstrated progressively responsible experience in the successful implementation of projects focusing on local governance;
* Demonstrated success in managing a team to produce quality results, based on an established work plan that includes written deliverables, live events, analytical and learning exercises, and significant stakeholder engagement with GAM, other GOJ agencies and ministries, private sector actors, and civil society and citizens;
* Experience working with different GAM sectors, directorates, and departments, and knowledge of how units collaborate for capital investment planning, budgeting, strategic planning, and other governance processes;
* Understanding of policy-making process for GAM—working through city manager, city council, mayor, and parliament—and experience contributing to or working with relevant climate policy, e.g., green building standards, zoning;
* Understanding of GAM’s mandates and legal competencies for citizen and public services;
* Experience with citizen-centered governance, including community engagement for planning and oversight of municipal services;
* Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate one’s vision to partners and colleagues;
* Proficiency in English and fluency in Arabic required; and
* Jordanian nationals and especially women are strongly encouraged to apply.
