Proposal Summary:
The World Bank seeks the services of a consulting firm to serve as a Monitoring Agent (MA) to support the implementation of the Yemen Resilience, Recovery, and Reconstruction Umbrella Trust Fund (Yemen Fund). The MA will work to enhance monitoring and risk management of projects implemented under the Yemen Fund, providing independent, desk-based field verification and results reporting. This effort will improve oversight, increase data reliability, support capacity building of Third-Party Monitoring Agents (TPMAs), and inform decision-making through advanced analytics and systems strengthening.
The Yemen Fund supports a ten-year recovery and reconstruction agenda (2022–2032), focusing on inclusive service delivery, job creation, green infrastructure, and transition enabling programs. Due to the high-risk, conflict-affected environment in Yemen, direct World Bank supervision is limited. The MA will fill a critical role by verifying project implementation across the Yemen portfolio, building the capacity of TPMAs, supporting data integration and analysis, and ensuring compliance with fiduciary, environmental, and social safeguards, including a specific focus on SEA/SH.

Position Summary:
The Data Specialist will lead the design, integration, and analysis of TPM data across projects. They will build dashboards, conduct quality checks, and provide analytical insights to support portfolio-wide monitoring and decision-making.
Responsibilities:
· Develop dashboards and data visualization tools to consolidate TPM findings.
· Analyze project data for trends, risks, and cross-sectoral insights.
· Conduct data quality reviews and support TPMAs in improving data practices.
· Triangulate TPM data with public and secondary sources.
· Support development of AI and metadata tools to track enumerator-level risks.
Qualifications:
· Master’s degree in Data Science, Statistics, Economics, or related field.
· Minimum of 5 years of experience in data analysis and management for large projects.
· Proficiency in statistical and survey tools (Stata, R, Kobo, ODK).
· Experience with dashboard development and GIS tools is an advantage.
· English fluency required; Arabic a plus.
