The program
Aus4Skills Phase 3 is a ten-year DFAT-funded program partnering with the Government of Vietnam to strengthen bilateral ties by supporting Vietnam’s human resource development priorities. Focused on higher education, the Vietnam Australia Centre, and vocational education and training (VET), the program builds workforce-ready, inclusive, climate-adaptive skills, public sector leadership, and alumni networks. It targets gender equality, disability and social inclusion, and support for disadvantaged Australia Awards students. Outcomes include stronger Australia–Vietnam strategic partnerships, enhanced public sector leadership and women’s advancement, and industry-aligned VET that meets labour market needs while promoting social equity and sustainable growth.
The role
The Deputy Program Director, Operations supports the Program Director by leading Aus4Skills’ corporate services including finance, procurement, HR, IT/infrastructure, compliance and risk to ensure efficient, high‑quality support for program activities. They will build collaborative stakeholder relationships, strengthen program culture, and drive performance. Line management includes the Finance and Administration Manager, Lead Procurement and Lead ICT/Systems. The role champions value‑for‑money, localisation, sustainability and safeguarding to enable effective, accountable delivery.
Key responsibilities
- Lead corporate services, oversee finance, procurement, HR, IT and compliance
- Ensure efficient operations and head contract compliance through policies, processes and continuous improvement.
- Manage risk and safeguarding; maintain the Risk Register, mitigation plans, embed PSEAH and GEDSI.
- Oversee financial controls, budgeting and value for money; monitor quarterly and annual performance.
- Line manage Finance, Procurement and ICT leads. Coach, assess performance and develop capability.
- Build partnerships with DFAT, Tetra Tech and government stakeholders to enable effective support mechanisms for program delivery.
Selection criteria
- Postgraduate qualification or equivalent senior professional experience in business, finance or management.
- Senior management experience, preferably 10+ years, in international development programs.
- Demonstrated experience leading corporate functions; with strong Vietnamese legislation and compliance knowledge.
- Experience managing governance mechanisms,, preparing high‑level reporting and contract compliance.
- Capability in risk and safeguarding mitigation and management
- Strong leadership skills and building capability to improve operational effectiveness
- Excellent bilingual abilities in English/Vietnamese and engagement with various stakeholders.
