Proposal Summary:

MSI is preparing to bid on the USAID/Iraq Monitoring, Evaluation and Learning Activity (IMELA), which is a follow-on to USAID/Iraq’s Performance Management and Evaluation Services (PMES) activity implemented by MSI. This project seeks to provide USAID/Iraq with a wide range of monitoring, evaluation and learning support services to promote effective and informed decision making across the Mission’s development programming. IMELA is expected to provide utilization-driven support to the Mission across broad service areas that may include third-party monitoring and verification, activity performance monitoring, performance and impact evaluations, assessments, capacity development, organizational learning and knowledge management. Overall, IMELA will support performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches.

 


Position Summary:

MSI is seeking a long-term Deputy Chief of Party-Operations, with a solid track-record in leading finance and administrative functions of international development projects. The position will oversee financial management and reporting, procurement, human resources and security for this project. This position is is expected to be based in either Baghdad or Erbil, Iraq and is contingent upon award.

Responsibilities:

  • Support the Chief of Party (COP) in day-to-day financial and administrative aspects of the project while ensuring compliance with USAID requirements and regulations and MSI policies and procedures.
  • Establish and oversee financial and operational systems including internal audits, compliance, and risk management.
  • Lead budget planning, monitor field operations budget and advise the COP and MSI Home Office on burn rates and other programmatic considerations; provide complete and compliant required reporting; and maintain financial records for all program activities.
  • Work closely with vendors and subcontracted organizations to ensure rigorous financial and contract management.
  • Develop and manage the project’s procurement system.
  • Provide oversight of the human resources and recruitment function, including ensuring adherence to local laws and effective systems for staff support and supervision.
  • Supervise a team of finance and operations staff.
  • Supervise and liaise with security contractors and ensure adherence to USAID and MSI security requirements.
  • Liaise with counterparts in the MSI home office on the full complement of financial and administrative functions

 

Qualifications:

  • Minimum seven (7) years of international experience.
  • Bachelor’s degree in business administration, finance or a related subject required; Master’s degree or MBA is strongly preferred.
  • Experience managing finance and administrative functions for international development projects required.
  • Experience with USAID projects strongly preferred.
  • Experience working on monitoring, evaluation, and learning projects preferred.
  • Knowledge of relevant US federal regulations and procedures is required.
  • Fluency in English with excellent written and oral communications skills required, with proficiency in Arabic preferred.
