Proposal Summary:
MSI is preparing to bid on the USAID/Iraq Monitoring, Evaluation and Learning Activity (IMELA), which is a follow-on to USAID/Iraq’s Performance Management and Evaluation Services (PMES) activity implemented by MSI. This project seeks to provide USAID/Iraq with a wide range of monitoring, evaluation and learning support services to promote effective and informed decision making across the Mission’s development programming. IMELA is expected to provide utilization-driven support to the Mission across broad service areas that may include third-party monitoring and verification, activity performance monitoring, performance and impact evaluations, assessments, capacity development, organizational learning and knowledge management. Overall, IMELA will support performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches.
Position Summary:
The Chief of Party (COP) will play a pivotal role in leading IMELA. They will serve as the primary point of contact with the USAID Contracting Officer’s Representative (COR). The COP will oversee all technical and administrative aspects of the project. This leadership position involves supervising staff across various technical components, managing relationships with USAID staff, subcontractors, and other key stakeholders, and ensuring the project’s compliance with USAID regulations. This is a full-time position and is expected to be based in either Baghdad or Erbil, Iraq. This position is contingent upon award.
Responsibilities:
- Serve as the primary point of contact with USAID on the day-to-day implementation and management issues of the project.
- Provide technical leadership on monitoring, evaluation and learning support activity while ensuring compliance with USAID requirements and regulations.
- Manage and supervise the work of all personnel assigned to tasks under the contract and ensure timely implementation.
- Oversee project partners and subcontractors, ensuring effective communication, identifying and resolving potential partnership issues, and maintaining cohesion throughout project implementation.
- Represent the project team to USAID staff and other stakeholders.
- Ensure project activities are implemented on schedule, within budget, and consistent with all relevant regulations and guidance.
- Ensure quality control and the overall responsiveness of all services provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
Qualifications:
- Advanced degree in public administration, international relations, economics, business administration, law or a related field.
- At least ten (10) years of work experience leading and implementing monitoring and evaluation projects.
- Demonstrated experience in a supervisory or management capacity that includes providing technical and administrative oversight of staff and subcontractors in a multicultural setting.
- Demonstrated experience overseeing third-party monitoring or similar high-volume monitoring, verification, and reporting activities.
- Knowledge of and prior experience working on USAID-funded activities strongly preferred.
- Experience working on development programs in the MENA region, and in Iraq strongly preferred.
- Experience working with diverse government, civil society, and community stakeholders, including high-level officials. Fluency in English with excellent written and oral communications skills required, with full professional proficiency in Arabic strongly preferred.
