Project Summary:
MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission’s staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting (CLA); and monitoring and evaluation (M&E) of the health portfolio.

Position Summary:
The Country Representative will lead stakeholder engagement, issue identification, and capacity-building. The role will develop innovative approaches, represent MSI, foster learning, mentor staff, and collaborate regionally, ensuring alignment with project objectives and goals. The role will report to Deputy Chief of Party (DCOP).
Responsibilities:
- Represent USAID PIMMELA Chief of Party (COP) in the Pacific Island Countries’ activities.
- Lead stakeholder engagement, issue identification, and capacity-building initiatives.
- Develop innovative approaches, represent MSI, foster learning, mentor staff, and collaborate regionally to ensure alignment with project objectives and goals.
- Develop and implement a comprehensive strategy for engaging key stakeholders, including government officials, community leaders, and civil society organizations.
- Identify emerging issues and develop mitigation strategies proactively in consultation with relevant stakeholders.
- Facilitate capacity-building initiatives for local staff and partners to enhance their skills in project management, M&E, and other relevant areas.
- Lead the development and implementation of innovative approaches and methodologies to address complex challenges, ensuring project activities are responsive to local needs and context.
- Represent MSI and the project at relevant forums, conferences, and meetings, advocating for project priorities and objectives, and networking with potential partners and donors.
- Foster a culture of learning and knowledge sharing within the team, promoting continuous improvement and innovation in project implementation.
- Serve as a mentor and coach to staff members, providing guidance, feedback, and support to facilitate their professional development and growth within the organization.
- Collaborate with other Country Representatives and project staff across the region to share best practices, lessons learned, and resources, and coordinate joint initiatives and activities where appropriate.
Qualifications:
- Master's degree in international development, business administration, or relevant field required.
- Minimum 10 years of senior-level experience in project management, international development, or related fields required.
- Experience in international development, particularly USAID projects preferred.
- Experience working in Fiji or similar complex, dynamic environments required.
- Experience successfully managing security risks and ensuring the safety and security of personnel in challenging contexts required.
- Experience in leading diverse teams, facilitating capacity-building initiatives, and fostering a culture of collaboration and innovation required.
- Strong strategic planning, stakeholder engagement, partnership development, analytical, problem-solving, leadership, management, and communication skills required.
- Ability to proactively identify emerging issue, and develop innovative solutions required.
- Ability to build and maintain effective relationships with a wide range of stakeholders required.
- Ability to collaborate with diverse teams and IPs required.
- Professional written and verbal proficiency in English required.
