Project Summary:

As the vanguard of USAID’s suite of anti-corruption programs, in the Presidential Initiative for Democratic Renewal, the Counter Transnational Corruption Grand Challenge for Development (CTC Grand Challenge) leverages innovation and collaboration to prevent corrupt individuals from siphoning off critical resources that are meant to be used for the public good. Now in its second of five years, the CTC Grand Challenge supports local, regional, and global innovations to detect and disrupt illicit finance and trafficking of commodities; strengthen transparency and accountability in global supply chains; promote standards, practices, and norms that enhance integrity in the public and private sectors; and address other significant dynamics of transnational corruption.

Position Summary:

The Full-Time Learning Advisor will support collaborating, learning, and adapting (CLA) across all workstreams. The Advisor will report to the Chief of Party, with an important role in driving the team’s learning agenda and encouraging the pursuit of adaptive management. The Advisor will serve as a resource to USAID and the broader CTC Grand Challenge team.

 

Responsibilities:

  • Oversee the overall learning process and its articulation under each individual workstream, in tandem with the Monitoring, Evaluation, and Learning (MEL) Manager. 
  • Adapt and apply a comprehensive learning agenda with rigor and consistency across the life of the CTC Grand Challenge activity. 
  • Identify and pursue opportunities to promote learning across partners, engaged stakeholders, and other donors and actors in the anti-corruption community.
  • Roll out a publicly facing webinar series and regular learning products, based on achievements, challenges, and lessons learned across the activity. 
  • Serve as a lead writer for the team, seeking to document and share what works, what does not, and why with all relevant parties internal and external to the team. 
  • Seek out opportunities to promote successes through publications, panel submissions, and other opportunities. 
  • Lead or support annual learning events and other events, such as boot camps or workshops, to support grantees, staff, and activity growth. 
  • Make recommendations to strengthen ongoing approaches as lessons are learned.
  • Identify new ways of thinking and doing business as part of anti-corruption programming and/or the individual workstreams of focus, currently including health supply chains, green minerals, carbon markets, business integrity, and data for integrity. 

 

Qualifications:

  • Bachelor’s degree, preferably in international development or related field, with minimum 15 years of relevant work experience required. Master’s degree with minimum 10 years of relevant experience preferred.
  • Experience working at a senior level on anti-corruption programming required.  
  • Knowledge of how to leverage technology to support anti-corruption efforts is preferred. 
  • Knowledge of USAID, government and/or other donor-based projects is preferred.
  • Strong technical, organizational, communications, research, reporting, writing, and analytical skills in the anti-corruption space required.
  • Ability to coach and work well with others across industries is required. 
  • Ability to enhance the visibility of the CTC Grand Challenge, by helping to roll-out a learning agenda across the activity’s networks is required. 
  • Ability to learn, grow, support, and lead in a collaborative working environment is required. 
  • Ability to participate in regular virtual preparatory meetings and discussion sessions, as well as to work asynchronously through online draft documents is required.
  • Ability to work on Google Drive and a variety of online platforms is required.
  • Ability to travel and participate in in-person events in Washington, D.C. and potentially globally is required.   
  • Fluent written and spoken English required.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $150,000 to $165,000 USD.
