Purpose & Scope of the Role
As an MEP Specialist Quantity Surveyor, you will lead the commercial management of mechanical, electrical and plumbing packages across a major Critical National Infrastructure project. From pre-construction cost planning through tender evaluation and contractor selection, to post-contract delivery and final account, you will ensure robust cost control, value optimisation and contractual compliance across the full project lifecycle.
Your Impact in this position
You will drive informed decision-making through accurate cost forecasting, commercial insight and value engineering. Working closely with multidisciplinary teams, clients and contractors, you will help deliver technically complex works on time and within budget, while maintaining the highest standards expected in a secure project environment.
Core Capabilities
Commercial Management of MEP Packages: Oversee cost planning, procurement and financial control from inception to completion. Manage valuations, variations and final accounts with precision
Cost Planning & Analysis: Develop detailed estimates, budgets and cash flow forecasts. Apply data-led insights to optimise cost and programme outcomes
Procurement & Tendering: Lead tender processes, evaluate subcontractor returns and support contractor selection. Ensure commercially sound and compliant procurement strategies
Stakeholder Collaboration: Build effective relationships with clients, consultants and delivery teams. Communicate complex commercial matters clearly and confidently
Contractual & Technical Expertise: Apply strong knowledge of NEC, JCT or similar contracts. Integrate MEP technical understanding into commercial decision-making
Skills, Experience & Qualifications
Degree-qualified in Quantity Surveying or a related discipline, with proven experience delivering MEP packages on complex construction projects. Strong working knowledge of CostX and Excel is essential, alongside excellent analytical, negotiation and communication skills. Experience within secure or highly regulated environments is advantageous. RICS membership (or working towards) is desirable.
Candidates must be sole UK nationals, aged 21 or over, and able to obtain and maintain DV-level security clearance.
Working Environment
This is a site-based role in North West London within a secure project environment. The position operates on a four-day working week, with minimum of three days on-site. There is potential for the fourth day to be worked remotely, subject to project requirements and security constraints.
