Project Summary:
The Data Ecosystems for Development in Education (DECODE) project supports the United States Agency for International Development’s (USAID) Center for Education to strengthen the access, use, and amplification of locally led data and evidence. DECODE also ensures USAID has access to the relevant, high-quality, and timely data it needs to inform decision-making. The project is implemented by EnCompass LLC and its partners, MSI, Knowledge Partners LLC, APHRC, eKitabu, and SALT Analytics.

Position Summary:
The Systems Strengthening Expert will provide thought leadership as the DECODE team prepares advice on how to integrate good practices around systems strengthening, resilience, and localization into USAID education programming across the education continuum. The Expert will have the support of an MSI staff-based Senior Advisor and MEL Expert as it develops deliverables and will interact extensively with USAID Headquarters and regional staff. Initially, this is for a contract of up to 60 days which will be awarded for approximately 10 months (October 2024-August 2025), which may be extended based on further requests by the client.
Responsibilities:
- Guide the teams’ evidence review by ensuring it includes cutting-edge research and thought leadership at a global, regional, and local level.
- Conduct USAID staff interviews and serve as an expert resource in participatory group discussions to identify the strengths of and gaps in the Agency’s systems strengthening approaches, opportunities for improvement, or needs for clarification.
- Co-author an internal white paper that provides a common understanding and definitions of key concepts in systems strengthening, and how these concepts interact to advance education policy and achieve sustainable learning outcomes, including examples of how these concepts are translated into practical theories of change and incorporated into meaningful metrics or indicators for MEL systems.
- Advise on content for technical guidance which will highlight evidence-based best practice in systems strengthening with activity examples, for USAID Mission audiences.
Qualifications:
- Master’s degree in education, international development, or related program required. PhD degree preferred.
- Minimum 10 years of experience as a Senior Technical Advisor on systems strengthening efforts in the education sector in low and/or middle-income countries, including in areas of de-centralization, local government capacity strengthening, social accountability, and/or education finance programming required.
- Field-based work experience for bilateral and/or multilateral donor partners in multiple partner countries required.
- Experience providing content for or served as lead author of peer-reviewed articles and/or publications on systems strengthening as a subject matter required.
- Experience directly advising ministries of education preferred.
- Proficiency in English required.

Pay Transparency Statement:
We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated daily pay range for this position is $650 to $770 USD.
