Qualifications:
- Advanced degree in a relevant field.
- Seven (7) years of progressively experience in the following areas: indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and/or reporting.
- Experience with USAID evaluation approaches. Experience with evaluability assessments preferred.
- Complementary monitoring approaches such as complexity aware monitoring approaches and methodologies.
- Monitoring and data collection approaches in non-permissive environments where data transparency is an issue.
- Substantive experience in utilizing remote data collection and remote monitoring and data collection techniques.
- Substantive experience leveraging performance monitoring data for adaptive management and learning and the improvement of ongoing activity management.
- Substantive technical expertise in the design and implementation of evaluations both (performance and impact evaluations) of development interventions.
- Design and field testing of surveys, questionnaires, and/or other data collection instruments.
- Project management skills.
- Exceptional proficiency in English required.
- Arabic language skills preferred.
