Project Summary:
MSI was awarded the Teaching and Learning for Education Excellence in the Middle East (TALEEM) activity in October 2022. Over its five-year period (2022-2027), TALEEM will conduct various multi-country research, training, and analytical support activities to advance student learning and success in the Middle East and North Africa (MENA). The WBG Learning Plan under TALEEM provides overall learning, research and evaluation support to the USAID/WBG Basic Education Activity (BEA). The BEA activity has two major components: the first is to improve the education and SEL-delivery capacity of early childhood centers. The second component supports after-school remedial learning programs and academic-based extracurricular activities for students in grades 1-6. The learning gained from the various research and evaluation activities will be presented at an annual learning event which will review lessons learned, progress and challenges in the BEA implementation. The BEA Learning Plan will work closely in coordination with the BEA Activity, managed by Creative Associates and will provide improved documentation of the activity’s education outcomes.

Position Summary:
The Senior Education Specialist (SES) will be responsible for overall management of the research studies in the BEA Learning Plan as well as serve as the primary point of contact with BEA staff, in particular their monitoring and evaluation (M&E) team. The SES will work closely with the MSI education practice area staff to support data analysis and presentation of data at the annual learning events. The SES will also work closely with the WBG research partner, Alpha International and provide quality control over their data collection work. The position will be on a part-time basis, estimated at half-time for up to three years. The SES will report to the TALEEM Chief of Party.
Responsibilities:
- Oversee all research activities under the BEA Learning Plan.
- Liaise on a regular basis with Alpha International, TALEEM WBG research partner to plan and implement research activities under the Learning Plan.
- Ensure quality control systems and oversight to all research training and data collection.
- Support the development of data collection tools with MSI’s education practice area staff and Alpha International.
- Ensure timely delivery of all research data:
- Work closely with the MSI education practice area team to analyze and develop reports and infographics related to the research findings.
- Work closely with Beyond Education to support all aspects of tool development and approach to be sensitive to students with disabilities and their parents.
- Work with Beyond Education to support assessment of inclusion efforts by BEA.
- Work with MSI’s data visualization team to design infographics and data visualization tools for the annual learning events.
- Liaise on a regular basis with the BEA implementer, Creative Associates, in particular the M&E team to coordinate on BEA activities and plan research activities.
- Work closely with the TALEEM Chief of Party and Technical Director to mitigate contextual changes in WBG that directly affect the research approach outlined in the BEA Learning Plan.
- Develop quarterly technical progress reports on BEA Learning Plan research.
Qualifications:
- PhD in international education required.
- Minimum ten years of experience working in international education required.
- Experience working in the MENA region required.
- Experience conducting education research and evaluation in the MENA region required.
- Experience working with USAID and other donors in the education sector.
- Ability to travel if required, particularly if conflict zones are involved.
- Fluency in Arabic and English required.

Pay Transparency:
We are committed to taking a thoughtful, compliant and equitable approach to employment compensation. The anticipated daily pay range for this position is $300 to $400 USD.
