Position Summary:

The Program Development and Capacity Building Consultant will provide hands-on, comprehensive support to the Program Development Officers (PDOs) and the rest of the technical team in their capacity to lead and coordinate programmatic strategies and efficiently develop grant activities. The Consultant will work closely with the PDOs and will be responsible for accompanying and building their skills in their various roles and responsibilities. The Consultant will also support the program technical team in developing documents like Terms of References and Concept Notes. This role is projected for an initial 60 days of LOE.

 

Responsibilities:

  • Identify and analyze the PDO’s skills, needs, and gaps to fulfill their role and responsibilities. 
  • Provide on-the-job coaching and mentoring to the PDOs.
  • Assist the PDO in formulating and refining program strategies.
  • Assist technical team in document writing including concept notes, SOW, etc.
  • Support the PDOs in writing and reviewing grant proposals and reports to ensure they meet donor requirements and organizational standards.
  • Support PDOs and other team members in presenting documents to USAID.
  • Support PDOs in their reporting tasks.
  • Assist the PDOs in responding to requests for information from donors, partners, and other stakeholders.
  • Help the PDOs prepare and deliver presentations on program progress and results.
  • Support the preparation of internal and external program documents.
  • Provide monthly progress and final reports.

 

Qualifications:

  • Bachelor's degree in education or business management required. Master’s degree in a relevant field preferred.
  • Minimum 15 years of experience in the humanitarian field required.
  • Experience managing complex USAID/NGO projects required.
  • Experience working in francophone countries preferred.
  • Strong communication and time management skills required.
  • Ability to travel if required, particularly if conflict zones are involved.
  • Strong speaking and writing fluency in English required. Speaking and writing proficiency in French preferred.
