Procurement Manager, USAID/OTI Moldova Program

Qualifications:

• Bachelor’s degree in relevant field is required.
• Minimum three years of progressive responsibility in a similar position, preferably on fast-paced small grants programs required.
• Minimum two years of experience supervising procurement staff and processes preferred.
• Specialized training in procurement and/or logistics management.
• Knowledge of USAID procurement policies and procedures is desirable.
• Experience training and/or delivering technical assistance in grants and procurement to local non-governmental organizations (NGOs)/ civil society organizations (CSOs) and other beneficiaries.
• Experience supervising including team coaching and day to day oversight.
• Demonstrated financial and reporting skills, as well as strong organizational, time management, and oral communication skills.
• Strong proactive problem-solving abilities independently and with teams, service orientation, and inter-personal skills, self-awareness, and emotional intelligence.
• Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from different cultural and professional backgrounds.
• Ability to travel to other project implementation locations.
• Working proficiency in English required. Working proficiency in Russian and/or Romanian strongly preferred.
