Monitoring, Evaluation & Learning Advisor, USAID/Promoting Rule of Law Activity

Qualifications:

• Bachelor’s degree in economics is required. Master’s degree in international development preferred.
• Minimum five years of experience working in a MEL role with international donors including three years of experience in applied data collection such as research or MEL data collection required.
• Minimum two years of USAID experience, including experience as a lead author of a MEL plan required.
• Experience with third party monitoring strongly preferred.
• Strong background in MEL processes and knowledge of MEL tools.
• Familiarity with development programming in DRC, including Kinshasa and eastern DRC, strongly preferred.
• Familiarity with access to justice issues in DRC, especially for marginalized groups.
• Fluency in written and spoken French required. Working proficiency in English preferred.
