Monitoring, Evaluation and Learning Specialist, El Salvador MEL

Qualifications:

• Bachelor’s degree in international development, political economy, economics, quantitative methods and research, or a related field required. Master’s degree in a related field preferred.
• Minimum five years of experience in monitoring and evaluating development programs required.
• Minimum five years of experience in conducting USAID monitoring and reporting processes required.
• Minimum five years of experience working in the Latin America region required.
• Minimum three years of experience working on adaptive management in a non-permissive environment (NPE) or other challenging and dynamic contexts required.
• Experience conducting and leading third-party monitoring activities is required.
• Knowledge of USAID ADS 201, the Project Cycle, the Foreign Assistance (FA) Standard Structure Definitions and related FA indicators, as well as USAID theory and practices of CLA and Non-Permissive Environments preferred.
• Ability to handle a high volume of priorities, events, and projects, stay organized, and ensure follow-through on activity needs.
• Strong interpersonal, communication, collaboration, and management skills required.
• Fluency in English and Spanish is required.
