Project Summary: 

The Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, managed by the U.S. Department of State’s Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC). MENA MELS supports the design and implementation of rigorous research, assessments, evaluations and learning activities for NEA/AC and its operating units in 10 countries in the Middle East and North Africa: Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank and Gaza (WBG), and Yemen. Project services include third party monitoring, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. MENA MELS will conduct third party monitoring (TPM) through September 2026 to monitor, verify, and evaluate DoS-funded activities in in Syria, Lebanon, and Iraq. The purpose of TPM is to verify and report on humanitarian assistance programming in these countries on related progress, challenges, successes, and lessons learned. The information and findings from TPM will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

Position Summary:

The Data Analyst will work under the supervision of the Senior Monitoring, Evaluation, and Reporting Officer (Senior MERO) to provide regular support and guidance in the areas of data management, analysis and reporting. In this role, the Data Analyst will conduct independent analysis of quantitative and qualitative data collected by the project and will develop timely and concise analytical reports from this analysis. The Data Analyst will also have a strong role in quality assurance, including by reviewing analysis conducted by other members of the team and third-party contractors.

Responsibilities:

·       Develop and execute data analysis plans.

·       Train other staff members to execute data analysis plans.  

·       Contribute to the development of quantitative and qualitative data collection instruments in consultation with other partners and stakeholders involved in development and humanitarian programming, including the research company responsible for data collection.

·       Use quantitative software including Excel, SPSS, STATA and/or R to process large amounts of raw data and organize the preparation of data set codebooks for use by support researchers.

·       Develop coding frameworks for the analysis of qualitative data and use these frameworks to assess qualitative data collected by the project.

·       Recognize, extract and interpret data trends from large and complex data sets and express those trends in visual graphics and clear, concise prose.

·       Prepare drafts of reports based on assessed data to be submitted to the Senior MERO for review.

·       Provide quality oversight and assurance of data collected by third parties to ensure the completeness, accuracy, robustness and timely production of all data reports.

·       Help the team identify gaps in data collection approaches.

·       Assist in the presentation of findings, conclusions and recommendations to program stakeholders as requested.

  •   Contribute to update project data management platforms using Power BI and Fulcrum in collaboration with the MENA MELS GIS analyst/database manager.

Qualifications:

  • Bachelor’s degree, preferably in a field such international affairs, economics, sociology, social science or statistics required. Master’s degree preferred.
  • Minimum of three years of experience in a data analysis or similar role required.
  • Minimum of two years of experience in developing and execute data analysis plans required.
  • Demonstrated experience conducting research on developing countries, including countries affected by conflict required.
  • Experience designing quantitative surveys and/or qualitative interview guides required.
  • Demonstrated strong analytical skills with the ability to collect, organize, analyze and disseminate large amounts of information with attention to detail and accuracy required.
  • Demonstrated proficiency and direct experience using Microsoft Excel and SPSS required.
  • At least two years of substantive experience working on issues in one or more of the following developments and humanitarian sectors is required:

o   Health and Nutrition

o   Water, Sanitation and Hygiene

o   Agriculture and Food Security

o   Economic Recovery and Market Systems

o   Multi-purpose Cash Assistance

o   Protection and Shelter/Settlements

·       Fluency in Arabic required.

·       Advanced level English preferred.
