Project Summary:
The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support USAID with monitoring, evaluation, learning, training, and logistical support. The U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) is a long-term initiative to redefine how the United States prevents violence and advances stability in areas vulnerable to conflict. The baseline will also help the U.S. Government (USG) to communicate with the Government of Mozambique (GRM), strategic partners, and local communities about shared objectives, intended results, and progress towards supporting stability and peace.

Position Summary:
The Lead Consultant will produce a technical design for the baseline analysis. The Consultant will compile all data and write the report narrative. The Consultant will be required to pull together and synthesize all the various data points, with a good understanding of USG programming in Mozambique, knowledge of SPCPS, and have strong mixed methods research experience and an ability to write a cohesive report. This is a short-term position, with an estimate of 10 days level of effort during the period of June and July 2024.
Responsibilities:
- Produce the technical design of the baseline that will include detailed methodology, data collection methods, data analysis plan, dissemination plan, and resources plan.
- Manage all technical aspects of the baseline, including coordinating all necessary human resources and implementing data quality checks.
- Manage data collection firm to ensure data integrity and ethical considerations.
- Collect data relevant to the baseline objectives.
- Conduct analysis of the data coming from multiple streams such as Social Cohesion Barometer, qualitative data, secondary data from IPs, Government data, etc.
- Write a cohesive baseline report.
Qualifications:
- Minimum bachelor’s degree in development, international relations, sociology, anthropology, political sciences, or any related field is required. Master’s degree is preferred.
- Minimum 10 years of experience in development research or evaluation is required.
- Experience conducting evaluations with the USG or USG activities is required.
- Experience in USG’s cross-cutting program priorities, such as gender equality, youth, etc., is preferred.
- Experience in evaluations in Mozambique preferred.
- Knowledge of the Mozambique context is preferred.
- Ability to meet deadlines is required.
- Fluency in English is required. Fluency in Portuguese is preferred.
