Judiciary Finance and Budget Expert, Promoting Rule of Law

Qualifications:

• Bachelor's degree in economics, finance, business administration, public administration, or any other relevant field related to public finances required. Master’s degree preferred.
• Minimum 10 years of experience in the field of financial management of public institutions required.
• Experience in providing technical support training and capacity building in financial management to public institutions required.
• Experience working in data collection and analysis in state institutions structured survey methods, quantitative and qualitative research required.
• Experience conducting consultations and facilitate dialogue between senior officials of the CSM, government authorities, and parliamentarians involved in the judicial budget approval process required.
• Experience in social, financial, and economic surveys for international organizations or state institutions preferred.
• Experience conducting at least three similar social studies and surveys missions within projects or programs funded by international donors in the field of access to justice.
• Knowledge of the dynamics of judiciary reforms and particularly planned reforms in public finance in the DRC is required.
• Knowledge of MARP tools, focus groups, interviews, etc.
• Specialization in teaching public finance and/or supporting the development and implementation of budgets for public institutions is preferred.
• Strong interpersonal, analytical, synthesis, supervision, and written and oral communication skills required.
• Fluency in written and spoken French required. Proficiency in written and spoken English strongly preferred.
