Qualifications:
- Bachelor's degree in economics, finance, business administration, public administration, or any other relevant field related to public finances required. Master’s degree preferred.
- Minimum 10 years of experience in the field of financial management of public institutions required.
- Experience in providing technical support training and capacity building in financial management to public institutions required.
- Experience working in data collection and analysis in state institutions structured survey methods, quantitative and qualitative research required.
- Experience conducting consultations and facilitate dialogue between senior officials of the CSM, government authorities, and parliamentarians involved in the judicial budget approval process required.
- Experience in social, financial, and economic surveys for international organizations or state institutions preferred.
- Experience conducting at least three similar social studies and surveys missions within projects or programs funded by international donors in the field of access to justice.
- Knowledge of the dynamics of judiciary reforms and particularly planned reforms in public finance in the DRC is required.
- Knowledge of MARP tools, focus groups, interviews, etc.
- Specialization in teaching public finance and/or supporting the development and implementation of budgets for public institutions is preferred.
- Strong interpersonal, analytical, synthesis, supervision, and written and oral communication skills required.
- Fluency in written and spoken French required. Proficiency in written and spoken English strongly preferred.
