Qualifications:

• Relevant technical expertise in governance, civic engagement, or decentralization.
• Demonstrated operational and/or programmatic experience in Portuguese countries, southern Africa, and/or countries undergoing political reform processes.
• Knowledge of USAID or similar donor frameworks and procedures is preferred for technical experts and required for operational experts.
• Fluency in Portuguese desirable; proficiency in English is required. Candidates with Spanish fluency may also be considered.
• Proven ability to work in complex political and operational environments.
