Project Summary:

The Department of Defense (DoD) Assessments, Monitoring & Evaluation (AM&E) project is a five-year effort to build a culture of AM&E and establish an AM&E program at each geographic combatant command (GCC) within the Deputy Assistant Secretary of Defense (DASD) – Global Partnerships (GP) at DoD. The project supports reform of institutional capacity building of partner nations’ ministries of defense with a whole of government approach.

Position Summary:

The Deputy Program Manager (DPM) will provide management support that fully integrates, manages, controls, and documents all phases of the PWS requirements. The DPM will support the Program Manager (PM) as the focal point for operational and technical issues that challenge the design and implementation of DoD AM&E efforts. The DPM will also support management of a large DoD contract by providing extensive knowledge management (KM), organizational development, and collaborating, learning, and adapting (CLA), support at the strategic, operational, and tactical echelons. The DPM will be a hybrid role (remote, MSI office, and DASD GP, must be located in the National Capital Region (NCR). Travel to the GCCs and Partner Nations may be required.

 

Responsibilities:

  • Ensure all management systems are optimized to support the design and delivery of AM&E services to the DoD.
  • Build a body of evidence to assist the DoD to adaptively manage security cooperation activities in support of national security and national defense objectives.
  • Design, capture, and disseminate organizational and programmatic learning systematically to improve DoD’s ability adaptively manage AM&E activities.
  • Review the relevance of monitoring plan indicators, strengthen capacity to produce high quality data, and engage across the interagency to ensure that AM&E lessons learned are applied in decision-making.
  • Develop Lessons Learned Reports highlighting high-level learning and technical recommendations on behalf of DoD.
  • Develop and implement monthly in-person AM&E trainings and workshops.
  • Support the ongoing development of DoD Significant Security Cooperation Initiatives (SSCI) AM&E Monitoring Frameworks to align the indicators and lines of investigations with national security and national defense objectives.
  • Streamline and provide input to the development of DoD SSCI AM&E deliverable templates and internal processes.
  • Translate raw data into practical lessons learned, best practices, and actionable recommendations through cyclical Technical Working Groups.
  • Facilitate working groups and/or other learning-focused sessions across all elements.
  • Assist the PM in the identification and mapping of program-related processes, to include policy, strategic, operational, and tactical levels.
  • Collaborate with the PM on the design and development of program-related products for internal and external audiences.
  • Collaborate with the PM on the dissemination of data collection best practices, to include plans, tools, and KM platforms.

 

Qualifications:

  • Bachelor’s degree in a social science discipline is required. Master’s degree is highly desired.
  • Minimum eight years of technical program experience is required. Minimum ten years is desired.
  • Minimum six years supporting the implementation of USG contracts across the interagency.
  • Minimum six years supporting documentation processes, capability development processes or requirements determination processes, is required.
  • Minimum six years leading knowledge management, including information systems design and management, organizational development, organizational learning, strategic communications, third party monitoring, indicator development, & workshop facilitation on USG contracts is required.
  • Knowledge of DASD(GP) and DSCA organizations and missions desired.
  • Ability to obtain a Secret Clearance is required.
  • Fluency in English is required.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $135,000 to $145,000 USD.
