Qualifications:
- Bachelor’s degree in international development, finance, public administration or other relevant field. Master’s degree preferred.
- Seven (7) years of professional management experience in donor-funded project administration and backstopping, including personnel management, financial management, and grants administration. Minimum five (5) years USAID contract administration experience required.
- Demonstrated capability to communicate effectively and develop relationships with both internal (home office, COP, technical teams) and external (grantees, partners, vendors) audiences.
- Expertise in USAID acquisition rules and regulations (ADS, FAR) and USAID procurement regulations (22 CFR 228).
- Demonstrated ability to engage effectively with national and local government counterparts and civil society organizations.
- Knowledge of rule of law, human rights, or international criminal law preferred.
- Prior experience in the region; Ukraine experience preferred.
- Strong interpersonal and written/oral communication skills.
- Professional proficiency in English (reading, writing, and speaking) required. Professional proficiency in Ukrainian preferred.
