Project Summary:

MSI is implementing the Performance Monitoring and Evaluation Services (PMES) activity in Iraq. PMES provides the United States Agency for International Development (USAID) with support in the areas of project/activity monitoring, evaluation, research, organizational learning, and knowledge management. The primary goal of the contract is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches. The project involves services across four components: 1) Performance Management, 2) Evaluation Services, 3) M&E Capacity Building, and 4) Collaboration, Learning and Adapting.

Position Summary:

The Chief of Party will be responsible for all aspects of project, technical, financial, and personnel management. The Chief of Party will oversee the completion of all deliverables required under the project as well as overall compliance with the contract. This work will involve team management, technical guidance and products administrative coordination, operations oversight, and client relations.

 

Responsibilities:

  • Guide program implementation and oversee all technical and managerial decisions related to all project deliverables.
  • Supervise teams to effectively deliver the expected outputs of each task within budget, on time and adhering to quality standards, including timely and high-quality deliverables.
  • Serve as the primary point of contact for the USAID/Iraq Contracting Officer Representative (COR), staying in frequent communication to share progress, lessons learned, and issues that require further attention.
  • Review and correct, if needed, all reports prior to submission to the MSI Headquarters (HQ) and USAID.
  • Communicate any monitoring activity shortcomings to relevant parties and take the appropriate steps to improve team and individual performance when and where needed.
  • Manage MSI’s team in the field, including personnel recruiting and training through project close out.
  • Supervise both long and short-term U.S., third country, and local experts.
  • Ensure quality oversight of all services rendered for the project, including those from short-term experts for data collection, data analysis, and other assignments.
  • Coordinate with MSI HQ on administrative, financial, and technical activities.
  • Represent MSI in meetings with senior USAID and implementing partner representatives.
  • Perform other program-related duties assigned by MSI HQ staff.
  • Oversee training and capacity development of team members.
  • Ensure the safety of the team, working proactively and adaptively to address security and logistical challenges.
  • Oversee financial and contract management to comply with all contract terms and applicable regulations.
  • Ensure that MSI establishes and follows gender-appropriate practices for in staffing and technical approaches.

 

Qualifications:

  • Bachelor’s degree in public administration, international relations, economics, business administration required. Master’s degree in public administration, international relations, economics, business administration, law, or a related field highly preferred.
  • Minimum 10 years of progressively responsible experience in the humanitarian, development, or transition field, including minimum five years of experience managing teams, required.
  • Minimum seven years of experience with monitoring and evaluation required.
  • Minimum five years of experience working on USAID-funded programs required.
  • Experience managing third party monitoring projects, monitoring and evaluation support projects, large-scale evaluations, and related training and learning activities is highly desirable.
  • Experience working in the Middle East and/or conflict/post conflict countries is highly desirable.
  • Experience managing sub-contractors is highly desirable.
  • Experience as Chief of Party or its equivalent preferred.
  • Strong oral and written communication, analytic, interpersonal, and team management skills required.
  • Fluency in English required.
