Qualifications:
- Bachelor’s degree in business administration, public policy, international affairs, or a related field is required. Master’s degree preferred.
- Minimum eight years of experience in project management leading multi-disciplinary teams of analysts and other personnel, including requirements for gathering, design, implementation, and ongoing program management required. Minimum 10 years of experience preferred.
- Minimum 10 years of experience planning and/or implementing security cooperation programs and applying subject matter expertise preferred in the following functional areas: developing assessment, monitoring, and evaluation strategies; data collection and reporting tools; analyzing data using quantitative and qualitative methods; organizational management of programs rooted in evidence; data visualization; maintaining databases; experience working on a GCC or other senior-level DoD staff component; and demonstrated ability to produce high-level planning documents for senior leaders.
- Experience aligning needed subject matter experts to identified requirements, such as logistics, human resources, and capability gap analysis preferred.
- Experience implementing change management preferred.
- Knowledge of the GCCs security cooperation portfolios and associated planning processes preferred.
- Ability to apply government agency regulations and procedures related to controlled unclassified information and foreign disclosure to daily work required.
- Ability to multi-task in a demanding, fast-paced environment is required.
- Strong verbal and written communication, customer service, and organizational skills are required.
- Strong computer skills, including word processing and database management, are required.
- Ability to maintain a Secret Clearance is required.
- Fluency in English is required.
