The Opportunity:
Tetra Tech, a global leader in advanced consulting services, is seeking a part-time Strategic Army Contracting and Program Advisor position. This role operates in a fast-paced, mission-driven environment and serves as a key liaison among Army operational commands, Army Contracting Command (ACC), Mission and Installation Contracting Commands (MICCs), as well as internal business development, capture, and proposal teams. This position will ensure alignment between Army operational mission requirements, contracting strategies, and Tetra Tech’s capabilities. By fostering early engagement, ensuring compliance, and strengthening competitive positioning, the role directly contributes to successful proposal development and program execution across Tetra Tech’s Army portfolios.

Your Role:

To perform this job successfully, the individual must be able to perform each essential duty satisfactorily. The successful candidate will be responsible for:  
•    Strategic Coordination with Army Operational Commands
•    Support engagement with Army operational commands to understand mission objectives, operational priorities, and capability gaps
•    Align Tetra Tech’s technical capabilities, service offerings, and delivery models with command-specific requirements
•    Facilitate information flow between operational stakeholders and internal teams to support early shaping and positioning efforts
•    Maintain high level, professional communication with ACC and MICCS to synchronize acquisition strategies with operational needs
•    Monitor and communicate acquisition timelines, contracting approaches, and emerging requirements to ensure internal alignment and readiness
•    Support early visibility into procurement plans to inform capture decisions and resourcing strategies
•    Analyze new, updated, and emerging Army and Department of War contracting regulations, policies, and guidance
•    Translate policy changes into actionable insights for leadership, capture teams, and proposal staff
•    Advise on how regulatory developments affect pursuit strategies, contract structures, compliance risk, and execution approaches across commands
•    Assess proposals for strategic alignment with operational command goals, acquisition strategies, and competitive positioning
•    Provide senior-level feedback on proposal narratives, pricing approaches, and risk mitigation strategies prior to submission
•    Other duties as assigned 
 

Qualifications:

•    Bachelor’s degree in business, public administration, engineering, or a related field (master’s degree preferred)
•    More than 10 years experience supporting U.S. Army operational commands and Army contracting organizations
•    Demonstrated experience communicating contracting/FAR requirements to U.S. Army operational commands

This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.
Background Check: This position requires a CAC card, CUI Enclave Access and/or a Security Clearance, a background check will be completed.

While primarily performed in an office environment, travel and on-site work might be required which could require lifting 50 pounds of documents or equipment, traversing uneven terrain during site visits, and standing long periods of time during conferences/meetings.

This work is principally performed in an office environment; however, there are occasional requirements to visit client sites, which requires the ability to perform work in an office environment or outdoors while conducting data gathering site visits, participating in on-site meetings, and attending conferences or other training activities off-site. Travel to conferences and client sites is expected to be less than 10% of the time.

Language & Communication Skills:  Must be fluent in the English and able to communicate effectively in speaking and writing.  Must be able to provide high-quality written products including reports and presentations for senior DoD and community officials. 
•    Excellent oral and written communication skills for preparing and presenting planning reports and projects
•    Advanced English language skills, both written and verbal, including technical writing/editing experience and a demonstrated ability to write, edit, and deliver planning content.

Other Skills: Instructions: Must be proficient in the Microsoft Office Suite of software (Word, Excel, PowerPoint).
