A minimum of five (5) years of experience in the planning industry. Established clientele and the ability to develop additional business. Supervisory experience associated with leading planning project activities and staff. Lead development efforts for Federal Emergency Management Agency (FEMA) approved Hazard Mitigation Plans (HMPs). Requires strong written and verbal communications skills and the ability to work well within a team structure. Experience reaching consensus with multiple stakeholders that have different goals and opinions. Excellent time management, problem solving, and organizational skills.

 

The candidate must have a significant understanding of business development and project management concepts. Business development includes cultivating clients, drafting proposals, and developing realistic cost estimates. Project management includes client management and ensuring that the project scope, time line, and budget are consistently met. Demonstrated ability to establish priorities to complete work in a timely manner, despite changes in workload or assignment, pressure of deadlines, or competing priorities. Must be able to work independently and effectively coordinate projects at the ground level on a daily basis.

Familiarity with local, state and federal planning programs/grants/funding, such as:

- Disaster Mitigation Act of 2000
- Hazard Mitigation Grant Program,
- Pre-Disaster Mitigation Program,
- FEMA E-grants system
- FEMA Benefit-Cost Analysis Software
- National Flood Insurance Program - Community Rating System
- Flood Mitigation Assistance Grant Program

 

Demonstrated ability to work independently and follow through on assignments with minimal direction.  Ability to  thrive in a team environment;  communicate (both verbal and written) effectively;  collect and analyze hazard, threat, and consequence data;  collect and analyze market, demographic, land use, and growth and development data; and interpret and analyze local ordinances and regulatory documents/processes.  In addition, the ability to efficiently prepare and write technical documents is required. The ideal candidate will also have some skills in the use of geographic information systems (GIS) and have experience in managing aggressive project budgets and time lines.  Must be able to drive a motor vehicle and pass a motor vehicle records check. 

Proficiency in Word, Excel, and Access as well as ability to prepare conceptual designs and site plans using design software such as, but not limited to, the Adobe Creative Suite and Google Sketchup is a plus.  Must be able to drive a motor vehicle and pass a motor vehicle records check.

 

Bachelor's Degree in Urban Planning, emergency management, public administration, urban planning, environmental, or the physical sciences is preferred. Professional certifications in the field of emergency management for floodplain management highly desired. Certifications preferred: Certified Planner, Professional Planner, Certified Floodplain Manager, LEED, etc. 

Generally, the consultant will work in an office environment and use computer and telephone to conduct business. This position requires travel which will be intermittent and scheduled based on client needs, but may last for up to a week at a time. During travel periods, the work environment will vary between an office setting and a field setting for client meetings or drills/exercises. Drills/exercises may take place in austere conditions or inclement weather.
