The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Position Summary:

Tetra Tech ES, Inc. implementing the USAID Energy Security Project is looking for a Security Specialist who will provide support to project staff on security, safety, and health aspects of the project implementation and day-to-day operations.

The Security Specialist will work cooperatively with The International Health, Safety and Security (IHSS) Manager and will assist him on all security related tasks while ensuring compliance with Local Government and Tetra Tech policies, directives, and procedures. The Security Specialist will assist the IHSS Manager to develop and direct project safety and security strategy and contribute to the efforts to enhance security through risk assessment and mitigation. This is a long-term position for the period of 1 year with the possibility of extension for another term. This position will be based in Kyiv, Ukraine and is expected to be present in Kyiv office for all business days, but it may involve occasional travel as decided by supervisor (domestic and international).  The position will be reporting to ESP’s International Health, Safety and Security (IHSS) Manager.

Responsibilities:

  • Coordinate and monitor with the ESP’s (IHSS) Manager the security activities to ensure that safety and security Tetra Tech policies and procedures are implemented;
  • Ensure that all country staff are fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threats;
  • Maintain a live tracker for all local and international project travelers in Ukraine and conduct regular security and safety checks to verify their locations and status;
  • Conduct regular daily security and safety checks with all travelers;
  • Monitor security related information from local and regional resources;
  • Ensure that all staff are passed mandatory trainings/drills;
  • Ensure induction security briefings are conducted to all arriving staff and visitors, including responsibility of fire regulation procedures;
  • Support the ESP’s (IHSS) Manager on implementing a risk assessment in Ukraine and developing Standard Operating Procedures (SOPs) appropriate for risk mitigation;
  • Disseminate security information to all ESP staff (at least weekly) under the guidance of the country Security Manager;
  • Ensure every incident is reported and documented to standard. Maintain all security documents according to the tetra Tech policy;
  • Maintain the security bulletin board or security sings/alerts in the office in coordination with ESP’s (IHSS) Manager;
  • Ensure that all travel documentation for personal vehicle of ESP colleagues or the ESP Drivers are completed and appropriate with the Tetra Tech policy before business travel;
  • Back up ESP’s (IHSS) Manager and report him on all security matters;
  • Other related tasks, as assigned.

Qualifications:

  • Bachelor’s degree, preferably in Military;
  • Minimum three (3) years of relevant experience;
  • Prior experience with USAID-funded projects is strongly preferred;
  • Demonstrated and in-depth knowledge of risks assessment;
  • Highly motivated, energetic, independent, self-starter, with strong customer service orientation;
  • Highly organized with keen attention to detail and ability to prioritize multiple responsibilities;
  • Proficiency in computer applications including MS Office: Word, Excel;
  • Strong communications skills – both oral and written;
  • Fluency in English, Ukrainian, and Russian required.
