Program Overview: Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This program focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.

Tetra Tech is seeking short-term technical specialists to develop the International Energy Efficiency Financing Protocol (IEEFP®) Ukraine Annex. This is a short-term consultancy position for the period of 3 (three) months with LOE of 25 (twenty-five) working days.


The Specialists will:

  • Establish and moderate an expert working group, including Program, the Energy Efficiency Transformation Fund of Ukraine, bank associations, and other interested parties, to collect information related to the Ukrainian energy efficiency financing market. The list of working group participants shall be agreed upon with Program before the first working group meeting
  • Analyze the current version of the International Energy Efficiency Financing Protocol (IEEFP®) and, based on the relevant analysis of the information received through the working group, develop the Ukraine Annex to reflect Ukraine’s energy efficiency and financial market conditions
  • Prepare a summary of the working group findings to serve as input for the development of the Ukraine Annex
  • Promote IEEFP among local financial institutions, including funds, banks, leasing companies, ESCOs, and other interested parties, including through awareness-raising materials and participation in training/outreach activities
  • Complement the Ukrainian training materials by adding a module based on the Ukraine Annex, including case studies derived from training material provided by EVO
  • Develop an introductory course on energy efficiency financial terms for local financial institutions, with content tailored to an investment-grade energy audit context and designed for online delivery
  • Prepare course materials that introduce key financial and technical terms relevant to energy efficiency project evaluation, financing structures, savings monetization, M&V methodology, and project appraisal, including Word-based course content and PowerPoint slides in English and Ukrainian
  • Participate in the IEEFP Training Course and assist the EVO instructor by clarifying terminology, explaining local EE market conditions, and describing local barriers to EE financing. All necessary communications with EVO shall be coordinated through Program
  • Develop a 10-question quiz for trainees in online form format, subject to approval by the EVO instructor
  • Conduct the quiz, analyze the results, and prepare a summary table and brief training report with comments, including possible improvements to the course, trainees’ interest, quiz questions, and quiz results

 

Minimum Qualifications Required:

  • Bachelor’s or master’s degree with equivalent combination of experience and education in energy efficiency, finance, economics, or other relevant field
  • Minimum of ten years of experience in finance
  • Experience in donor-funded or U.S. government funded projects
  • Proven knowledge of the energy efficiency financial market of Ukraine
  • Knowledge of the International Energy Efficiency Financial Protocol and its applications
  • Strong proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
  • Fluency in Ukrainian and English
