The ideal candidate will have experience in public or private sector organizations with implementation of emergency management programs including hazard analysis, mitigation and preparedness planning, resiliency and adaptation planning, business continuity planning, development of training and exercises as well as response to and recovery from disaster events.

Prior experience in emergency management, public safety, public health, public administration, urban planning, engineering, or another specialized area, and a working knowledge of the Incident Command System (ICS), the National Incident Management System (NIMS), California's Standardized Emergency Management System (SEMS), and DMA-2000. Prior experience in business development, proposal development, and contracting.

Understanding of basic project management concepts including client management and performing to the project scope and time line under the guidance of the project manager is needed. Must be able to work independently and effectively coordinate projects at the ground level on a daily basis on behalf of the project manager.

• Knowledge of and experience in applying the concepts, theories, principles and practices of emergency management, hazard mitigation, urban planning, and/or economic recovery.
• Excellent written and verbal communications skills.
• Data mining from multiple information sources.
• Demonstrated ability to establish priorities to complete work in a timely manner, despite changes in workload or assignment, pressure of deadlines, or competing priorities.
• Demonstrated ability to work independently and follow through on assignments with minimal direction.
• Proficiency with Microsoft Office applications (Word, Excel, Access, and PowerPoint).
• Works well within a team structure.
• Experience reaching consensus with multiple stakeholders that have different goals and opinions.
• Excellent time management, problem solving, and organizational skills.
• Familiarity with FEMA Homeland Security and Hazard Mitigation grant programs, a plus.

Bachelor's degree from an accredited college in emergency management, public administration, urban planning, environmental, the physical sciences is preferred. Master’s degree is preferred. Professional certifications in the field of emergency management, project management, floodplain management or business continuity highly desired.

Generally, the consultant will work in an office environment and use computer and telephone to conduct business. This position requires travel which will be intermittent and scheduled based on client needs but may last for up to a week at a time. During travel periods, the work environment will vary between an office setting and a field setting for client meetings or drills/exercises. Drills/exercises may take place in austere conditions or inclement weather.

This position requires you to drive on a regular basis and will require passing a motor vehicle record (MVR) background check.
