5-10 years of experience developing community plans and strategies in areas such as the following: comprehensive/master planning, community/economic development, land use, hazard mitigation, resiliency, housing, infrastructure, brownfield redevelopment, revitalization, highest and best use, market studies, zoning, and floodplain management. Experience in these areas should include the following tasks:

  • Preparing professionally-written public documents.
  • Working as part of a project team
  • Conducting spatial analysis using geographic information systems (GIS) software. Experience with the Federal Emergency Management Agency's (FEMA) HAZUS software is preferred.
  • Reviewing, analyzing, developing/updating, and/or enforcing municipal regulations such as zoning, subdivision and land development, and floodplain management/flood damage prevention.
  • Identifying, applying for, and administering grants and/or other financing mechanisms to implement community projects.
  • Preparing for, advertising, facilitating, and documenting public and planning committee meetings conducted as part of a planning process.
  • Working with a wide variety of stakeholders from the public and private sectors.

   

Working knowledge of the principles, practices, and techniques of community and regional planning, economic development and land use planning.  Ability to communicate effectively with clients, the general public, elected officials, business leaders, and a variety of other stakeholders. Analytical skills related to qualitative and quantitative data. Technical and non-technical writing. Information and data analysis. Public speaking, meeting facilitation, project management, multi-tasking and the ability to manage multiple projects simultaneously, networking and business development. Must be able to drive a motor vehicle and pass a motor vehicle records check.


A Bachelor's Degree in planning, urban studies, landscape architecture, environmental studies, economics, or public administration. A Master's Degree is preferred. Current certification by the American Institute of Certified Planners (AICP) is preferred. Candidate must be willing to pursue certification within five (5) years of hire. Current Certified Floodplain Manager (CFM) certification by the Association of State Floodplain Managers (ASFPM) is preferred. Candidate must be willing to pursue certification within three (3) years of hire.


Must be able to carry documents and other materials up to 25 pounds for short periods of time. Must be able to travel by road, rail, and/or air throughout the northeast United States and other parts of the country.  The position will require occasional travel to client sites and other locations to conduct meetings, site visits, etc. These sites may be outside, exposing the candidate to weather conditions and varying terrain. Site visits or other meetings may involve long periods of time in a motor vehicle. Some occasional evening and/or weekend work and/or travel will be required.
