Essential KSA's required (experience, skills, education, certification, etc.):

  • A Master’s degree  in business administration, law, engineering, economics, finance, policy, or a related field.
  • 10+ years of progressive experience managing energy sector related projects 
  • Deep understanding of, and experience working in, Moldova’s power sector and proven track record of supporting energy sector reform 
  • Experience in transposing EU energy acquis, market coupling and regional integration, and promoting renewable projects and/or energy efficiency.
  • Proven track record of successful implementation of measures to attract private sector investment to emerging market countries, such as developing energy sector policies and regulations 
  • Demonstrated ability to build and maintain positive working relationships with senior level government officials and other essential power sector stakeholders. 
  • Ability to communicate effectively to build consensus and lead various energy sector stakeholders and/or project team members towards a common goal.
  • An advanced degree in engineering, business, finance, economics, law, energy policy or other field directly related to energy sector reform.
  • A proven record of excellent management, strong administrative and organizational skills, strategic thinking and decision-making, leadership, communication and interpersonal skills, including being a strong writer and articulate speaker
  • Language: Fluency in English is required with strong oral and written presentation skills. Fluency in Romanian would be a plus.
  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment. 
  • Experience in the gas sector a plus.
