Position Summary:

The Defense Security Cooperation Agency (DSCA) Program, Analytical, Technical, and Enterprise (PATAE) contract seeks to support program management, monitoring & evaluation, policy and international affairs, strategic communications, and analytics/R&D, ensuring timely, accurate, and policy‑compliant deliverables. Core capabilities include strategic planning and integration, program design and management, performance improvement, data and resource management, quality control/assurance, and subject-matter expertise in security cooperation operations. The anticipated period of performance is five (5) years with an optional 6-month extension of services.

The Title 22 Specialist provides subject‑matter expertise on Title 22 authorities to support DSCA monitoring, assessment, and evaluation (AM&E) activities. This role analyzes legal and policy requirements under Title 22, develops tailored AM&E methodologies and performance metrics, and converts findings into actionable recommendations for leadership and Continuous Process Improvement (CPI) Board consideration. The specialist works closely with program teams, CORs, and technical analysts to ensure Title 22 compliance and to inform program improvements and decision‑making.

Essential Job Functions:

·       Analyze Title 22 statutes, regulations, and policy guidance to determine AM&E requirements and compliance implications for security cooperation activities.

·       Design and implement AM&E techniques, performance indicators, and data collection methods specific to Title 22 authorities.

·       Produce analytical products (assessments, monitoring reports, decision briefs) that summarize Title 22 findings and recommend programmatic or policy adjustments.

·       Facilitate CPI/Continuous Process Improvement Board inputs by translating assessment results into prioritized, evidence‑based recommendations.

·       Coordinate with Program Managers, AM&E teams, legal advisors, and operational stakeholders to integrate Title 22 considerations into program design and monitoring plans.

·       Ensure data integrity and maintain AM&E artifacts and documentation in Government repositories (e.g., SharePoint) for Government review and audit.

·       Provide training and guidance to staff on Title 22 requirements, AM&E methodologies, and implications for program implementation.

·       Support task‑order responses and technical approaches by providing Title 22 subject‑matter input, staffing recommendations, and risk assessments.

·       Track performance thresholds and recommend corrective actions when Title 22 compliance or program effectiveness issues are identified.

Required Qualifications:

·       Bachelor’s degree in public policy, international affairs, law, political science, or related field

·       Minimum five (5) years of professional experience analyzing U.S. foreign assistance, security cooperation authorities, or related Title 22 programs and policy.

·       Demonstrated experience designing and implementing AM&E/monitoring frameworks, performance indicators, and data collection/analysis methods.

·       Strong written and oral communication skills; ability to produce concise decision briefs and present findings to senior stakeholders.

·       Familiarity with DSCA or DoD security cooperation processes, and ability to interpret statutory/regulatory requirements into practical program guidance.

·       Proficiency with data management tools and Government collaboration platforms (e.g., SharePoint) to maintain AM&E artifacts.

·       Eligible for or holding required security clearance as specified by task orders.

Preferred Qualifications:

·       Master’s degree in international affairs, public policy, program evaluation, or relevant field.

·       Experience supporting DSCA or security cooperation program requirements and working within Government collaboration platforms

·       Professional certifications such as PMP, or equivalent technical credentials.

Physical Requirements:

·       Prolonged periods sitting or standing at a desk and using a computer.

Work Environment / Environmental Factors:

·       This position has no work or environmental factors outside of a standard office environment.

·       Please note this is proposal position conditional upon Tetra Tech being successfully awarded the IDIQ and subsequent task orders.
