Proposal Summary: 

The Irregular Warfare Center Support Services contract will support the Irregular Warfare Center (IWC) under the Defense Security Cooperation Agency (DSCA). The contract will provide technical, academic, logistical, and administrative services to expand the IWC’s curriculum, event development, and partnerships. Key objectives include aligning Department of Defense education on irregular warfare, facilitating research, engaging with governmental and non-governmental entities, and supporting interagency collaboration. The role requires a Secret security clearance and spans a base year with two-option years. Please note this solicitation is currently in the proposal stage.

 

Position Summary:

The Technology Services Specialist will support the Irregular Warfare Center (IWC) by managing and enhancing the Center’s digital infrastructure, ensuring secure and compliant operations, and integrating innovative technologies into research and instruction. This role focuses on overseeing all IT systems, web platforms, and data analytics tools used by IWC staff and partners. The Technology Services Specialist will also serve as the technical liaison with DSCA IT and provide hands-on support for virtual programs, research initiatives, and distance learning environments in support of irregular warfare education and engagement.

 

Responsibilities:

  • Serve as the IWC’s primary point of contact for all IT, website, and system-related issues.
  • Coordinate with DSCA IT to ensure all systems meet DoD cybersecurity and compliance standards.
  • Provide end-user technical support and troubleshoot general technology issues within the IWC and DSCA environments.
  • Manage IWC staff distribution lists through DSCA, including account creation, modification, and removal.
  • Build, deploy, and maintain the IWC’s AWS GovCloud environment; implement monitoring and reporting capabilities in accordance with DSCA directives and FedRAMP requirements.
  • Manage internal and external software solutions including ZoomGov, Survey Monkey, PeakMetrics, and FNA.
  • Lead the development and sustainment of the Social Sciences Research Initiative (SSRI), including the IW Community of Interest Network Mapping Tool (CEREBRO) and the OSINT-in-Support-of-Research Initiative.
  • Maintain and enhance the IWC public website’s layout, content, navigation, and platform functionality.
  • Set up and operate IT and A/V systems for virtual distance learning programs; support faculty and staff in the use of online instructional tools.
  • Develop and maintain SOPs for website management, virtual seminars, and online program delivery.
  • Collaborate with a graphic designer to support IWC branding, ensuring cohesive visual representation across platforms.
  • Build data visualizations and simulations using graph analysis and machine learning to support strategic analysis.
  • Enable high-quality, data-driven intelligence assessments by integrating AI/ML and reducing analytical bias.
  • Support social network analysis, influence operations research, and anomaly detection for IW curriculum development.
  • Leverage statistical and machine learning tools to generate actionable insights for students and researchers.

 

Qualifications:

  • Bachelor’s degree in Information Technology, Computer Science, Data Analytics, or a related field.
  • Minimum of 3–5 years of experience supporting IT operations, web systems, or cloud platforms in a U.S. Government or DoD context.
  • Hands-on experience with AWS GovCloud and compliance with FedRAMP and DoD IT regulations.
  • Strong knowledge of content management systems, website development, and user support.
  • Familiarity with data analytics, network mapping, AI/ML tools, and visualization platforms.
  • Experience managing virtual learning platforms and A/V support for online training environments.
  • Ability to develop SOPs and documentation for systems operation and training.
  • Strong troubleshooting skills and ability to communicate technical information to non-technical users.
  • Active or eligible for Secret clearance required.
