Position Summary:

The Defense Security Cooperation Agency (DSCA) Program, Analytical, Technical, and Enterprise (PATAE) contract seeks to support program management, monitoring & evaluation, policy and international affairs, strategic communications, and analytics/R&D, ensuring timely, accurate, and policy‑compliant deliverables. Core capabilities include strategic planning and integration, program design and management, performance improvement, data and resource management, quality control/assurance, and subject-matter expertise in security cooperation operations. The anticipated period of performance is five (5) years with an optional 6-month extension of services.

The Technical Security Specialist protects the confidentiality, integrity, and availability of Government and contractor systems, networks, and data by planning, implementing, and sustaining cybersecurity and information‑assurance measures. Working across systems engineering, IT operations, and program offices, this role performs vulnerability assessments, implements hardening standards and mitigations, develops security policies and procedures, and ensures compliance with DoD and agency security requirements to support mission operations and task‑order objectives.

Essential Job Functions:

·       Conduct security assessments and vulnerability analyses for systems, networks, and applications; recommend and implement mitigations and hardening measures.

·       Develop, update, and enforce cybersecurity policies, procedures, configuration standards, and system hardening guides aligned with DoD/agency requirements.

·       Implement and manage security controls and tools (e.g., IDS/IPS, endpoint protection, patch management, encryption, logging/monitoring) to protect systems and data.

·       Monitor security events and alerts, triage incidents, perform forensic/incident response activities, and produce after‑action reports and corrective actions. 

·       Advise program and project teams on secure system design, risk management, and mitigation strategies during development, deployment, and sustainment.

·       Maintain security documentation in Government repositories and ensure timely submission of required artifacts for audits and surveillance.

·       Support training and awareness activities for staff on cybersecurity best practices, policies, and incident reporting procedures.

Required Qualifications:

·       Bachelor’s degree in computer science, information assurance, cybersecurity, electrical engineering, or related technical field.

·       Minimum five (five) years of hands‑on cybersecurity experience protecting DoD or federal information systems, including vulnerability assessment, incident response, and control implementation.

·       Practical experience with DoD cybersecurity frameworks and processes and applying system hardening standards.

·       Demonstrated skills with security tools and technologies (SIEM, IDS/IPS, endpoint protection, vulnerability scanners, encryption, patch management).

·       Experience conducting incident response and forensic analysis, with ability to produce incident reports and remediation plans.

·       Strong written and oral communication skills for preparing security documentation, briefings, and guidance for technical and non‑technical audiences.

·       Eligible for or current possession of required security clearance per task order.

Preferred Qualifications:

·       Master’s degree in cybersecurity, information assurance, or related field.

·       Professional certifications such as CISSP, CISM, GIAC (GSEC, GCIA, GCIH), or Security+ (DoD 8570/8140 aligned).

·       Prior experience supporting DSCA, security cooperation programs, or other DoD headquarters activities.

·       Familiarity with systems engineering lifecycle and experience integrating security into development, test & evaluation, and operational transitions.

Physical Requirements:

·       Prolonged periods sitting or standing at a desk and using a computer.

Work Environment / Environmental Factors:

·       This position has no work or environmental factors outside of a standard office environment.

·       Please note this is proposal position conditional upon Tetra Tech being successfully awarded the IDIQ and subsequent task orders.
