Project Summary

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine    

Position Summary

 Tetra Tech is seeking a Technical Procurement Lead to support SPARC Project, funded by USAID. This individual will work closely with engineering subcontractors, technical teams, and the procurement unit to develop comprehensive technical specifications for procurement requests related to energy equipment. The Technical Procurement Lead will ensure that specifications align with both project requirements and USAID regulations, contributing to the efficient procurement of large-scale energy infrastructure equipment. The role will involve collaborating with engineers to ensure technical clarity, participating in the evaluation of technical proposals from vendors, and ensuring technical specifications are met throughout the procurement lifecycle.   This is a full-time position for the period of one year with the possibility of an extension up to the entire life of the project, subject to satisfactory performance and continued project need. This position is open only to cooperating country nationals, citizens of Ukraine, and must be based in Ukraine and available to work from the office in Kyiv. Travel within Ukraine and abroad may be required.

Position Responsibilities

 

  • Act as a liaison between procurement, engineering teams, and external subcontractors to ensure that all technical specifications are accurately reflected in procurement requests.
  • Work closely with engineers and technical experts within the SPARC energy project to ensure that specifications are aligned with project needs and industry standards.
  • Facilitate regular meetings with technical teams and subcontractors to review specifications, clarify technical requirements, and address any potential discrepancies.
  • Lead the development, review, and refinement of detailed technical specifications for all procurement requests related to electrical and heating equipment (e.g., transformers, substations, grid components).
  • Ensure that specifications are precise, clearly defined, and tailored to the project's energy infrastructure requirements, considering the unique operational challenges within Ukraine’s energy sector.
  • Collaborate with engineers to ensure that the technical requirements consider environmental, safety, and regulatory factors.
  • Assist in identifying potential vendors and developing criteria for vendor evaluation based on technical capability, previous performance, and alignment with SPARC’s goals.
  • Participate in the evaluation of technical proposals from vendors, ensuring compliance with the specifications and providing input on the technical feasibility of proposed solutions.
  • Work with procurement to ensure that vendors understand technical requirements and deliver equipment and services that meet or exceed those specifications.
  • Review and approve technical documentation submitted by subcontractors and vendors during the tendering process.
  • Work with procurement and engineering teams to develop and implement quality assurance procedures for procured goods and services, ensuring all deliveries meet technical and contractual requirements.
  • Identify and assess risks associated with the procurement of technical equipment and services, proposing mitigation strategies where necessary.
  • Coordinate with engineering subcontractors to ensure that equipment and services comply with international standards and best practices, reducing the risk of failures or delays.
  • Perform other duties as assigned.

Required Qualifications

  • Master’s or bachelor’s degree in energy engineering, mechanical engineering, or any related field.
  • At least eight (8) years of experience facilitating specification development for procurement activities on large-scale projects in the energy sector.
  • Strong understanding of electrical and heating systems, energy infrastructure, and the ability to translate technical requirements into procurement specifications.
  • Proven ability to work cross-functionally with engineering teams, procurement departments, and external vendors.
  • Experience in procurement focused on ensuring compliance with established rules and regulations and Ukrainian laws preferred.
  • Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the SPARC program.
  • Knowledge of FAR and AIDAR preferred but not required.
  • Must have excellent attention to detail.
  • Ability to effectively use computer software including the full Microsoft Office suite.
  • Ability to effectively communicate verbally and in written form in Ukrainian and English

Physical Demands and Work Environment: Travel within Ukraine and abroad may be required. The role requires presence in SPARC’s office in Kyiv and can involve hybrid work in accordance with Tetra Tech policies and at the discretion of SPARC’s Chief of Party.
