Position Summary:
The Technical Assistance Lead will serve as the primary liaison between MEHR, MCC, and MSI to support the design and delivery of technical assistance (TA) activities. This part time position (approximately 50% LOE) is responsible for working closely with MEHR to define their technical assistance priorities and capacity development needs. The Lead will collaborate directly with MEHR counterparts to translate these needs into clear concept notes and actionable plans for selected activities.
The Technical Assistance Lead will guide and support the implementation of the selected TA activities. This includes coordinating with MEHR and facilitating the processes required to complete planned tasks, as well as managing the procurement of any necessary resources through MSI. The role requires strong relationship building skills, an ability to translate needs into practical solutions, and comfort navigating coordination across multiple stakeholders.
The candidate will be based in Kiribati or willing to travel to Kiribati at least four times per year for at least 2 weeks at a time to support on site collaboration and implementation.
Essential Job Functions:

• Develop concept notes with MEHR to plan out support for completion of selected TA activity.
• Plan and facilitate needed working sessions and workshops to develop and implement TA activity.
• Support MEHR as needed to support implementation of the TA activities, such as support drafting needed documents, prepare working sessions or workshops, support external trainers, etc.
• Manage and track progress for each TA activity.
• Maintain regular communication with MEHR, MCC and MSI including holding regular meetings to communicate progress of activities and any challenges.
• Support MEHR activity teams by developing required documentation (such as terms of reference, workplans, or funding requests), as well as organizing team meetings, and note taking.
• Help organize and attend meetings with MEHR, which may include preparing agendas, managing invites, and procuring necessary materials (e.g., flipcharts).
• Support ad hoc requests to support the implementation of each TA activity.
• Serve as a resource, utilizing local and labor mobility knowledge and experience.
• Work with MEHR, MCC and MSI to access TA funding if needed.
• Conduct research and compile reports that may be useful for MEHR related to TA activity.
• Conduct consultations with other stakeholders to gather additional information, if needed.
Required Qualifications:
• Bachelor’s degree in a relevant field.
• A minimum of 5 years of work experience.
• Experience working with MEHR.
• Collaborative team player and relationship builder with excellent organizational and follow-through skills.
• Results-oriented with the ability to be flexible and responsive.
• Ability to work well with MEHR, other GoK counterparts, and international project/donor staff.
• Strong local knowledge and ability to operate effectively in the Kiribati context.
• Strong written and spoken English communication skills.
• Strong communication and organizational skills.
• Computer skills, particularly email, Microsoft Word, PowerPoint, and Excel.
Preferred Qualifications:
• Understanding of employment and labor mobility in the Kiribati context.
Physical Requirements:
• Prolonged periods sitting or standing at a desk and using a computer.
Work Environment / Environmental Factors:
• This position has no work or environmental factors outside of a standard office environment.
