Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.

Position Summary

Tetra Tech is seeking a Senior Security Specialist to lead and coordinate safety and security operations for both local and international staff in Ukraine, including personnel traveling to and from the region. This full-time position, based in Kyiv, Ukraine, plays a critical role in ensuring compliance with local laws, client requirements, and Tetra Tech’s internal policies and procedures. Reporting to the Deputy Chief of Party – Operations, the Senior Security Specialist will work closely with Tetra Tech’s Director of Global Security & Operations to develop and implement a comprehensive safety and security strategy. Key responsibilities include conducting risk assessments, leading mitigation initiatives, and strengthening the overall security framework of the project. The role also involves the supervision of the Safety & Logistics Assistant and project drivers, ensuring effective coordination and support for all security-related logistics. This is a senior-level opportunity for an experienced security professional seeking to make a meaningful impact in a dynamic and complex operational environment.

Position Responsibilities

  • Serve as primary POC for staff safety, security, and project emergencies. 
  • Manage security onboarding briefings for new project staff and visitors. 
  • Organize fire and personal safety training as required by local authorities. 
  • Manage fire, safety, and first aid equipment and documentation. 
  • Assess travel risks and recommend security measures for business trips in Ukraine. 
  • Provide tracking, advice, and support business travelers. 
  • Review, develop, and implement security policies and procedures. 
  • Advise staff on general safety and security requirements, including basic first aid training. 
  • Conduct regular safety drills and update emergency plans. 
  • Maintain records of security incidents. 
  • Oversee office security, including CCTV and alarm systems. 
  • Conduct physical security assessments of office and meeting facilities. 
  • Prepare and distribute Weekly Security Reports. 
  • Ensure staff’s timely response during air alerts. 
  • Supervise a Safety & Logistics Assistant and two project Drivers. 
  • Perform other tasks as assigned by the supervisor.

Required Qualifications

  • Minimum bachelor’s degree in a relevant field (e.g., data analysis, communication, management, political science, or international relations).
  • Minimum three (3) years of relevant experience.
  • Demonstrated experience working on internationally funded projects in conflict-affected areas, with a strong preference for experience in Ukraine.
  • Demonstrated and in-depth knowledge of risk assessment.
  • Highly motivated, energetic, independent, self-starter, with strong duty of care orientation.
  • Highly organized with keen attention to detail and ability to prioritize multiple responsibilities.
  • Proficiency in computer applications including MS Office: Word, Excel.
  • Strong communication skills – both oral and written.
  • Fluency in English and Ukrainian required.

Physical Demands and Work Environment: 

  • Travel within Ukraine and abroad may be required. 

  • The role requires presence in Tetra Tech’s office in Kyiv and can involve hybrid work in accordance with Tetra Tech policies and at the discretion of the Chief of Party.
