Project Summary:
The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Additional information on the MENA MELS Project is available here. Under MENA MELS, the MSI team will conduct a final performance evaluation of USAID/Morocco’s Cooperative Financing Program (CFP). The program provides capital funding to vulnerable cooperatives to fund their growth and support them in becoming more resilient to shocks and crises. The purpose of this final evaluation is to assess the activity’s performance and progress towards achieving its key objectives and expected results. The evaluation will also serve a learning purpose to identify the extent to which grant selection and disbursement processes were efficient, to assess the benefits cooperatives have sustained from the CFP, and to inform programming for the follow-on activities.

Position Summary:
The Senior Economic Development Evaluation Specialist will support the Team Lead and other team members in carrying out all necessary tasks to complete the CFP evaluation. The Specialist will support the Evaluation Team Lead in identifying and reviewing relevant secondary literature; providing inputs into the evaluation design and selection of methods; and in developing data collection instruments. This role will support the data collection planning process and ensure that the methodology is suited to the Moroccan context and operating environment. The Specialist will also participate in conducting data collection, analyzing the data, and writing sections of the evaluation report. This is a short-term position expected to take place between January – June 2025.
Responsibilities:
- Identify and analyze research relevant to the evaluation research questions.
- Provide contextually relevant information on cooperatives and economic growth in Morocco, including entrepreneurship, resiliency, and inclusive development.
- Participate in the development and revision of the evaluation design and workplan.
- Participate in a team planning workshop (TPW) with evaluation team members to review the approved evaluation design/ work plan, including research approach and methods, roles and responsibilities of team members, activity timeline and deliverables.
- Support the drafting of instruments and pretests to finalize the instruments.
- Coordinate and conduct data collection efforts including conducting key informant interviews and focus group discussions in consultation with the Team Lead.
- Participate in weekly check-in calls with evaluation team members and the MSI Activity Manager to share information and insights.
- Contribute to drafting and finalizing the draft and final evaluation report, including responding to comments from USAID and MSI.
- Support presentation(s) to USAID regarding findings, conclusions, and recommendations from the evaluation.
Qualifications:
- Master’s degree in economics, international development, social sciences, business, or other relevant field from an accredited institution is required.
- Minimum eight years of experience working on or researching topics including economic and social development, cash transfers, grant making, cooperative funding, capacity building, livelihoods, and inclusive development required.
- Minimum five years of experience in the MENA region preferred.
- Experience working in evaluation teams, including conducting data collection and analysis of economic growth programs required.
- Experience conducting evaluations of USAID-funded activities preferred.
- Experienced with gender and social inclusion (GESI) policies and best practices strongly preferred.
- Strong organizational, analytical, writing and oral presentation skills required.
- Oral and written proficiency in English required. Proficiency in Arabic and French preferred.
