Proposal Summary:
MSI is pursuing the anticipated Supporting Peace and Stability in South Kivu (SPSSK) Activity. Working in close coordination with USAID/DRC, the activity aims to support peace and stability in South Kivu following the withdrawal of MONUSCO (the United Nations Organization Stabilization Mission in the Democratic Republic of Congo) peacekeeping troops.
Objectives:
1. Identify root causes of conflicts and violence, improve social cohesion, restore inclusive dialogs and strengthen local conflict management and mitigation structures to address disputes peacefully and ensure solutions are identified and implemented by local community actors.
2. Develop economic alternatives to illegal activities and reinforce community resilience to armed group recruitment.
3. Strengthen local governance structures to take on MONUSCO’s responsibilities and build trust between communities and local government stakeholders.

Position Summary:
The Security Officer is responsible for overseeing security management and mitigation functions at the Bukavu office and support the effective implementation of SPSSK activities in complex locations. Specifically, the Security Officer (SO) will ensure safety and security of the project team by conducting the security monitoring, assessment and analysis in the city of Bukavu and the region, share updates with the project management and Bukavu based staff. The Security Officer will work closely with the technical and operations teams and local consultants and partners engaged in the SPSSK activities to support site visits activities through security briefs and facilitating trainings sessions, field context assessment and joint trip with the data collection teams. The SO will contribute to the effective application and operationalization of the TT MSI security protocols through updating and rolling-out internal policies and procedures, participation in the drafting of the office or country contingency plans. This position will report to the Chief of Party (COP). This will be a full-time position based in Bukavu, South Kivu, DRC. This position is contingent upon award.
Responsibilities:
- Monitor, assess and analyze security and conflict dynamics in the city of Bukavu and selected regions and more specifically in the areas where the project implements activities.
- Assess security risks and threats that may impact the Bukavu office and staff movements.
- Develop security reporting and risk assessments to be shared with MSI home office and project staff on an as needed basis.
- Assess security risks and threats that may impact safety and movements of the data collection teams to different sites in the region where the project will be implementing activities, in coordination with the other members of the project’s security team.
- Participate in the data collection site visits conducted in the project intervention areas.
- Communicate safety and security developments and analysis to staff on a regular basis.
- Ensure the continued implementation of Standard Operating Procedures related to the health, safety and security of the Bukavu staff and local consultants.
- Ensure a constant update of the emergency contact list and the issuance of badges to Bukavu project staff on time.
- Evaluate, review and update the lock down, hibernation plan for the Bukavu office and ensure that the practical preparations are in place.
- Follow up on actions to be taken to ensure compliance with MSI safety and security standards.
- Serve as the project’s Security Focal Point (SFP) at Bukavu office and provide regular updates and training to the team on basic security topics such as fire safety, communications, etc.
- Ensure drill and training required by MSI security policy are completed on schedule, regular security and safety updates to project staff, and coordinate emergency messaging in the event of a crisis in accordance with the phone tree and security manual.
- Build strong professional relationships with local organizations, such as UN or local government agencies, INGOs, local authorities, other operators, (local and international) and other relevant actors based in Bukavu city and the region.
- Participate in regular security coordination meetings.
- Perform any other task requested by the supervisor.
Qualifications:
- Bachelors’ degree in a relevant field required: social science, political science, communications, development studies.
- Minimum of three (3) years of experience supporting security of field program implementation and offices protection and management in eastern DRC required.
- Minimum of three (3) years of experience implementing security procedures and protocols, leading or conducting context analysis and security assessment supporting offices and field teams with International Organization working in complex or nonpermissive areas in DRC required.
- Proactive, organized, able to responsibly ensure team safety and security.
- Excellent communication skills as well as: a) proactive problem-solving abilities independently and with teams, b) a strong service orientation, and c) inter-personal skills, self-awareness, and emotional intelligence.
- Ability to advise and support staff in a consultative manner.
- Must be reliable, flexible and able to adapt to abrupt changes on short notice.
- Fluency in written and spoken English and French is required
