Project Summary:
The Evidence Mapping, Systematic Review, and Impact Evaluation (EMSRIE) activity supports the United States Agency for International Development’s (USAID) Bureau for Resilience, Environment, and Food Security (REFS) and buy-in clients across the agency with systematic reviews, evidence gap maps, and impact evaluations (IEs). USAID engaged Management Systems International (MSI), a Tetra Tech company, to implement EMSRIE in partnership with a major subcontractor the International Initiative for Impact Evaluation (3ie). The USAID/Bangladesh Feed the Future program is one of the largest in the world, with an annual budget of $42 million. In spring 2024 USAID/Bangladesh will launch the $35 million Feed the Future Bangladesh Inclusive Access to Finance (IAF) activity. The activity has two primary objectives. The first objective is to generate a measurable increase in access to finance for farmers and small and medium sized agribusinesses, with a focus on first-time borrowers, women, youth, and loans supporting climate-smart agriculture. The second objective is to contribute to the global evidence base around agricultural access to finance initiative by supporting an impact evaluation.

Position Summary:
The Research Specialist will support EMSRIE in carrying out an impact evaluation of the IAF program over the next three years. The Specialist will be based in Bangladesh. It is anticipated that this evaluation will run approximately from January 2025 - January 2028. Please note that this position is contingent on approved funding.
Responsibilities:
- Support the Principal Investigator in assessing pre-existing protocols and materials to design the impact evaluation, including refining the research questions, selecting appropriate methodologies, and developing a detailed evaluation plan.
- Provide support during the co-design workshop and potential scoping visit.
- Support the data collection process and ensure that data is collected systematically and accurately, and that it is managed and stored securely per the protocol documented in the Inception Report.
- Provide monitoring support to the evaluation by working with the IAF implementing partner and other stakeholders to gather and assess monitoring data, help implement the cost effectiveness study data collection, and/or monitor program implementation fidelity in line with the evaluation strategy.
- Support the analysis of all collected data including using statistical methods to determine whether the level and type of resiliency achieved using USAID Resiliency Measurement Approach as well as qualitative coding.
- Help prepare reports and disseminate/present findings to stakeholders at the discretion of EMSRIE.
Qualifications:
- Master’s degree in a relevant field such as impact research, international development, etc., is required.
- Minimum eight years of experience in supporting impact evaluations and conducting impact research, particularly in the methodologies and techniques relevant to program monitoring or impact evaluations, preferably for USAID or other bilateral or multilateral donors, is required.
- Minimum eight years of experience in drafting deliverables, reports, leading presentations and participating in or leading larger discussion around the technical details of research and evaluation activities with relevant stakeholders is required.
- Ability to travel to implementation areas in Bangladesh based on the evaluation’s needs is required.
- Fluency in English is required.
