Job Overview:

Tetra Tech International Development is offering a fantastic opportunity to join the Land Facility programme as a Project Officer. This role will be a dedicated programme resource.

This role is suitable for someone in the early stages of their career, ideally with some demonstrated experience in international development. It is an exciting opportunity to gain more experience in programme/project management and delivery in different geographies on a large-scale global programme.

Effective land governance systems are key to economic growth, protecting nature, rural livelihoods, conflict prevention, and women’s rights. Yet land governance in many developing countries is weak, with large amounts of unregistered land and disputed ownership rights, resulting in little protection for the homes and livelihoods of the poorest and most vulnerable. The Land Facility is a new £50m, seven-year global programme funded by the UK’s Foreign, Commonwealth & Development Office. The programme started in April 2024 and has recently moved into the implementation phase. It aims to advance effective and sustainable national land governance reforms and administration systems in Sub-Saharan Africa, Southeast Asia and Latin America.

The programme has a busy work plan to deliver in the financial year (FY) 2025/2026 and requires extra support at the Project Officer level across a range of project management, administration, contracting, and logistical support areas. 

This is a new role in the Land Facility Project Management Unit, dedicated to the management of our short-term Strategic Support Projects (SSPs). SSPs have become a key part of our delivery strategy for FY25/26 and must be both designed and delivered by March 2026 as discrete projects that deliver impact this financial year. SSPs may range from £50-250K each, last approximately 6-7 months duration, and cover a range of thematic areas and geographies.

Prior knowledge of the land sector would be beneficial, but it is not essential. We are primarily looking for someone who can learn quickly and be adaptive, responsive, efficient, and proactive to support a fast-paced flagship programme. 

Main Duties:

As a Project Officer for SSPs on the Land Facility, you will support the programme in various activities relating to the SSP project cycle, ranging from reporting, contracting and technical delivery. You will work closely with the SSP delivery teams and under the guidance of the SSP Workstream Senior Manager. 

Although these will vary day to day, specific activities may include:

Management support for SSPs is underway (80%)

  • Supporting the administration, management and successful delivery of SSPs, including contracting and invoicing, due diligence, reporting, sourcing and mobilisation of experts.
  • Supporting the management of work plans to deliver work on time and to a high standard.
  • Supporting the management of the SSP risk matrices.
  • Managing the delivery team and/or delivery partners. This may range from light touch oversight to full management depending on the scale and delivery model of each SSP.
  • Coordinating with the LF MEL team to ensure the SSPs are reporting on and feeding into LF MEL processes and requirements.
  • Feeding in individual SSP workplans to the Master LF workplan, working closely with the SSP Workstream Senior Manager.
  • Financial management of costs and spending against budgets, preparation of invoices and compliance with milestone schedules.
  • Work closely alongside the LF Project Coordinator to provide general administrative support as needed. 

Contribute to the design of SSPs (20%)

This role may potentially support the design of new SSPs. Whilst this will be ad hoc, it may include:

  • Reviewing and finalising Concept Notes for submission to FCDO in line with LF templates and processes.
  • Drafting discrete inputs and liaising with partners to secure their inputs to Concept Notes.
  • Assisting in the development of SSP Budgets.
  • Undertaking due diligence of new delivery partners.

Aptitude and skills:

  • Demonstrated experience managing, or supporting the management of, international development programmes, ideally in similar technical areas (such as, but not limited to, land reform, economic growth, rural development, climate change and resilience, investment facilitation or infrastructure), preferably with an international development consultancy, in government or with an international NGO.
  • Understanding of the key concepts of land reform, with a strong interest in economic growth, protecting nature, rural livelihoods, climate change, land, and women’s rights in the international development context.
  • Excellent communication skills in English (both oral and written) and ability to work in a multinational, multicultural environment. Ability to write and deliver reports and other products to a high standard in Plain English. Other languages, particularly French, Spanish, Portuguese, or Bahasa Indonesian, would be an advantage.
  • Excellent numeracy skills and strong attention to detail for excellent financial management, e.g. creating budgets, tracking costs, understanding commercial factors, and familiarity with milestones. Proficiency in Excel, including pivot tables, budgets and trackers.
  • Demonstrable organisational and planning skills for project management purposes.
  • The ability to be self-motivated, proactive, and thrive in a fast-moving programme and team environment. Willing to be adaptive as priorities evolve.
  • A team player committed to supporting high-quality international development administration and assistance.
  • The ability and willingness to travel to other permanent offices of the business and project locations, including fragile and conflict-affected states, if required.

Qualifications:

Degree-level education in a relevant subject (e.g. international development, international relations, governance, politics, economics, agriculture or equivalent), a Master’s degree is desirable although not essential.
