Position Summary:

The Defense Security Cooperation Agency (DSCA) Program, Analytical, Technical, and Enterprise (PATAE) contract seeks to support program management, monitoring & evaluation, policy and international affairs, strategic communications, and analytics/R&D, ensuring timely, accurate, and policy‑compliant deliverables. Core capabilities include strategic planning and integration, program design and management, performance improvement, data and resource management, quality control/assurance, and subject-matter expertise in security cooperation operations. The anticipated period of performance is five (5) years with an optional 6-month extension of services.

The Program Manage leads and directs complex contract support across systems engineering, test and evaluation, information management & technology operations, and advanced technology portfolios. Drawing on deep technical, managerial, and DoD program experience, this role provides strategic direction, resolves high‑impact technical and resource challenges, and implements plans for major defense initiatives. The Program Manager is accountable for overall contract performance—ensuring integrated program execution, compliance with standards and best practices, effective allocation of sizeable staff and resources, and delivery of mission‑critical outcomes. Levels I-V exist for the Program Manager and candidates will be considered for each level based on their experience and qualifications.

Essential Job Functions:

·       Lead overall contract performance, ensuring all task orders meet scope, schedule, budget, and quality requirements.

·       Provide strategic direction and technical leadership across systems engineering, test & evaluation, information management & technology operations, and advanced technology efforts.

·       Organize, direct, and coordinate planning and production of all contract support activities across multiple tasks and locations.

·       Manage staffing and workforce allocation (on‑site and off‑site), including surge staffing, clearances, and subcontractor oversight to meet task requirements.

·       Serve as the senior client interface at the COR and other DSCA leadership levels; maintain strong client relationships and manage task‑level communications.

·       Review and validate technical products and deliverables for accuracy, policy compliance, and adherence to standards and best practices prior to Government submission.

·       Provide mentorship, technical guidance, and performance oversight to project managers and technical leads; ensure personnel development and mission readiness.

Required Qualifications:

·       Bachelor’s degree in international relations, business administration, engineering or a related field.

·       Minimum of ten years of managerial, technical, and business knowledge, and experience relating to DoD and major systems or programs.

·       Proficient in standards, principles, practices, and processes related to complex weapon systems.

·       Proven ability to lead and provide direct input in solving complex issues involving staff and resources of sizable magnitude.

·       Highly developed analytical and strategic planning skills to address issues and implement plans for major operational defense programs.

·       Proficiency with common government collaboration and document repositories (e.g., SharePoint) and experience maintaining program documentation and records for audits and surveillance

·       Active or eligible to obtain required security clearance as specified by task orders.

·       Demonstrated ability to serve as primary contractor interface with Government CORs and senior stakeholders; excellent written and oral communications for briefings, decision papers, and status reports.

Preferred Qualifications:

·        Project Management Professional Certification (PMP) or similar certificate.

·        Master’s Degree in a relevant field.

Physical Requirements:

·       Prolonged periods sitting or standing at a desk and using a computer.

Work Environment / Environmental Factors:

·       This position has no work or environmental factors outside of a standard office environment.

·       Please note this is proposal position conditional upon Tetra Tech being successfully awarded the IDIQ and subsequent task orders.
