Project Summary

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.  

Position Summary 

Tetra Tech is seeking a Procurement Director to oversee and manage the full lifecycle of project procurements and subcontracts for SPARC. This individual will be responsible for the procurement of large-scale energy equipment and services, ensuring compliance with national and international procurement standards (including INCOTERMS) and applicable USAID, FAR and AIDAR regulations.

The Procurement Director will lead the startup of the procurement function within SPARC, ensuring the implementation of streamlined processes, effective management of a large procurement team, and capacity building for junior staff. The individual will also oversee the development and implementation of an e-procurement system and collaborate with the Director of Supply Chain and Partnership Management to ensure the seamless integration of procurement and logistics processes.

This role requires close collaboration with technical procurement lead, engineering subcontractors, and SPARC’s technical teams to ensure that procurement specifications are complete. The individual will be tasked with performance management, workload distribution, and the implementation of improvement plans to ensure efficiency and scalability of the procurement function. This is a full-time position for the period of one year with the possibility of an extension up to the entire life of the project, subject to satisfactory performance and continued project need. This position is open only to cooperating country nationals, citizens of Ukraine and must be based in Ukraine and available to work from the office in Kyiv. Travel within Ukraine and abroad may be required.

Position Responsibilities

  • Oversee the full lifecycle of project procurements, including the procurement of large-scale energy equipment and services, ensuring adherence to national and international standards and INCOTERMS.
  • Manage the Kyiv office procurement team in coordination with the Deputy Chief of Party – Procurement.
  • Work closely with the supply chain unit to ensure seamless integration of procurement and logistics processes, aligning with project timelines and objectives.
  • Lead the SPARC procurement startup by establishing streamlined processes and managing a large, diverse team, including capacity building for junior staff.
  • Collaborate with the technical procurement lead, engineering subcontractors, and SPARC technical teams to ensure procurement specifications are complete and aligned with project goals.
  • Implement an e-procurement system for SPARC to automate and optimize procurement workflows.
  • Participate in the planning and execution of the full lifecycle of project procurements and subcontracts, from technical specifications to request for proposals/quotations, through to evaluation, negotiation, award, and delivery, including USAID approval processes.
  • Oversee quarterly procurement plans that align with the project work plan and ensure timely execution in coordination with technical and supply chain teams.
  • Manage procurement performance by monitoring team workload, conducting regular performance reviews, and implementing improvement plans as necessary.
  • Negotiate complex subcontracts, including scope, deliverables, and payment terms in compliance with US Government acquisition regulations.
  • Maintain communication with Tetra Tech’s home office on contractual, operational, and financial aspects related to procurements and subcontracts.
  • Foster collaboration between procurement, technical, contracts, and supply chain teams to ensure seamless coordination across project activities.
  • Review and manage the field office procurement/subcontract process, ensuring compliance with Tetra Tech’s procurement workflows and finalizing oversight for home office review/approval.
  • Ensure procurement/subcontract files are properly documented and closed upon completion of activities.
  • Ensure cost allowability, allocability, and reasonableness.
  • Supervise 5 local employees
  • Other duties as assigned.

Required Qualifications

  • Bachelor's degree in supply chain management, business administration, or a related field.
  • 10+ years of relevant experience managing complex procurements, including large-scale energy equipment, in the commercial, national, and international sectors, with a strong understanding of INCOTERMS.
  • Demonstrable experience overseeing USAID-funded or other donor-funded procurement projects.
  • Solid understanding of USAID FAR and AIDAR regulations, ensuring compliance throughout the procurement lifecycle.
  • Proven experience in leading large teams, including performance management, workload distribution, and capacity building for junior staff.
  • Strong understanding of e-procurement systems and experience establishing procurement platforms for large-scale projects.
  • Expertise in negotiating complex subcontracts and managing vendor relationships, particularly within the energy sector.
  • Proficiency in both spoken and written for both English and Ukrainian.

Preferred but Not Required Qualifications

  • Master's degree in supply chain management or finance or economics or business administration, or any related field.
  • Experience serving in a senior contracts/compliance role.
  • Experience working in the field office for project.
  • Motivated and energetic self-starter with a positive, inclusive, and creative outlook.
