The program

BEQUAL supports the education priorities of the Government of Laos (GoL) described in the Ministry of Education and Sports (MoES) Education Sector Development Plan and is aligned with the strategic directions set out in Australia’s Education Delivery Strategy. BEQUAL supports MoES with the primary curriculum reform, with a particular focus on primary curriculum development, teacher professional development and integration of inclusive education principles. BEQUAL Phase 2 will continue the substantial progress and build on the achievements of the first phase, building on seven years of investment.

BEQUAL Phase 2 has a strong focus on contributing to the development of an enabling teaching and learning environment for teachers and learners who may be disadvantaged because of gender, disability, ethnicity or language.

The role

The Policy, Strategy and Governance Manager will work closely with key MoES counterparts to identify key policy and programming areas related to teacher development and management that require cross-departmental discussion and action and support relevant MoES stakeholders to identify strategies to ensure a cohesive approach to teacher professional development policy alignment and implementation.

Key responsibilities

  • Lead on planning and management of Program governance mechanisms
  • Design, plan and coordinate with MoES on strategic learning and exchange opportunities, including in-country and international exposure visits and conference attendance, in collaboration with the MEL team and other technical team members.
  • Identify policy and program gaps and cross-departmental areas of responsibility related to teacher development and quality assurance and support relevant departments to identify policy and program implications and solutions.
  • Identify areas for MoES support and support coordination of technical inputs to assist MoES policy and program development.
  • Work with DFAT and the Program Technical Advisory Group (TAG) to review the high-level policy matrix on as requested basis.
  • Coordinate across the team to keep the BEQUAL Policy Tracker up to date.
  • Liaise with DFAT, MoES and BEQUAL on current and emerging policy priorities.

Selection criteria

  • Demonstrated experience working in governance roles or strategic partnerships with senior MoES personnel.
  • Experience managing complex, time-sensitive programs and activities with government partners in Laos.
  • Demonstrated experience providing on-the-job mentoring/coaching for capacity development.
  • Experience in the basic education sector in Lao PDR.
  • Demonstrated experience including gender equality and inclusive education approaches in policy discussions.
  • Excellent understanding of the complexity of the Lao PDR education system and how to engage with senior education officials at central and subnational levels.
  • Proficient in all Microsoft Office 365 applications.
  • Proficient in spoken and written English and Lao languages.
  • Excellent interpersonal skills and experience working in a multilingual and multicultural context.
