Project Summary:

The Baseline Assessment is a key initiative designed to inform the U.S. Strategy to Prevent Conflict and Promote Stability in Libya, aligning with the goals of the Global Fragility Act (GFA). This assessment will capture the existing state of fragility in Libya to provide a foundational understanding that will enable effective monitoring, evaluation, and enhancement of stability efforts in the region. The work plan for this project outlines a strategic approach to determine the current conditions of fragility and conflict risk, guiding the implementation of stability measures. It includes the definition of the baseline’s purpose, the primary questions to be addressed, and the research methodologies to be employed. Also detailed are the projected timeline, roles and responsibilities of the assessment team, and the structure for the ensuing report. This comprehensive assessment is intended to serve as a critical resource for guiding and evaluating the progress and impact of conflict prevention and stability promotion activities in Libya. The findings will be instrumental for all stakeholders involved in the initiative, providing a data-driven basis for ongoing and future strategies to enhance peace and stability in the region.

Position Summary:

The Peacebuilding and Governance Researcher will play a pivotal role in conducting Baseline Assessments to inform the Libya Global Fragility Act (GFA) Indicators. This position will involve in-depth research and analysis of the political and governance landscape, peacebuilding efforts, and conflict dynamics within Libya. The Researcher will provide critical insights and recommendations to guide the implementation of the GFA, aiming to enhance peace and governance in Libya. The role will demand a comprehensive understanding of the Libyan socio-political environment and a strategic approach to identifying and measuring key indicators of fragility and stability. The period of performance is between May – July 2024 (approximately 25 days).

 

Responsibilities:

  • Contribute to the design of qualitative research tools and a quantitative survey tool.
  • Identify “expert” Libyan peacebuilding and governance stakeholders to be interviewed. 
  • Conduct qualitative research with Libyan GFA stakeholders on in person or remote interviews.
  • Contribute to the analysis and interpretation of baseline research findings and help to identify and generate GFA programming recommendations.
  • Help facilitate a baseline validation workshop with key GFA stakeholders in Tunis.

 

Qualifications:

  • Master’s degree in political science, international relations, peace and conflict studies, or a related field required.
  • Minimum eight years of relevant experience required.
  • Experience conducting research and policy analysis, specifically related to peacebuilding, governance, and fragility assessments required, preferably in Libya or similar contexts.
  • Experience in developing and utilizing indicators for fragility, peace, and governance assessment, preferred.
  • Experience in qualitative and quantitative research methods preferred.
  • Understanding of the Libyan socio-political climate and the GFA’s objectives preferred.
  • Understanding of advancing peace, governance, and stability in Libya through the GFA framework required.
  • Ability to travel frequently within Libya and Tunisia required.
  • Strong written and verbal communication skills required.
  • Proficiency in Arabic and English required.
