Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Monitoring, Evaluation, and Learning Manager position on a USAID-funded Climate Resilient Agricultural Market Systems Activity in Egypt. The anticipated five-year, USAID-funded Climate Resilient Agricultural Market Systems Activity will increase the capacity, sustainable productivity, and incomes of key stakeholders in Egypt’s agriculture market systems. Specifically, this project seeks to create a set of complementary activities that; (a) promote Climate Smart Agriculture (CSA); (b) improve the enabling environment for sustainable agriculture and food security; and (c) enhance the capacity of Business Development Service (CDS) providers for inclusive economic growth.
This position will be based in Cairo, Egypt. The expected term of appointment is five years.
Responsibilities:
* Collaborate with the Chief of Party, the Deputy Chief of Party, and technical team members on annual planning, definition of outputs, outcomes and results and coordinate the preparation of quarterly and annual reports, as well as other deliverables involving sector or result-related data and indicators.
* Work with the technical team and Home Office staff to develop an Actvity-level Monitoring, Evaluation, and Learning Plan (MELP), and facilitate rigorous reviews to update the MELP each year.
* Develop the Activity data collection and quality control system, and ensure data quality, rigor, and relevance for all approved indicators, and preparation/validation of detailed indicator reference sheets.
* Support formulation and implementation of project-level collaboration, learning, and adapting efforts.
* Collaborate with the Chief of Party, the Deputy Chief of Party, and technical team members to design evidence-based research and data collection activities focused on small-farmer productivity, capacity strengthening of market-driven service providers, and improved enabling environment for agriculture and food security.
* Engage professionally with relevant government, academic, and policy-oriented organizations in support of evidence-based research and data collection.
* Support staff, and partners in collecting reporting, and verifying that data and indicators meet Tetra Tech and USAID quality standards.
* Ensure all data is effectively disaggregated as required by USAID policies and that differential engagement of and impacts of interventions on women, youth and minority groups are captured and reported.
Qualifications:
* Bachelor's Degree in related field (demography, statistics, knowledge management, etc.), Master’s Degree preferred.
* At least seven (7) years of demonstrated leadership of MEL tasks and teams.
* Familiarity with academic research methodologies, data collection protocols, and theories of change.
* Demonstrated ability to analyze and organize data into compelling presentations, and to make recommendations to senior management through holistic qualitative and quantitative data analysis.
* Experience with project planning and performance management strongly preferred.
* Experience in MEL with donor-funded projects; USAID-funded projects preferred.
* Demonstrated ability to generate creative and impactful data displays preferred.
* Professional fluency in English and Arabic required.
