Tetra Tech is adding a Monitoring & Delivery Team Lead to our Jordan Water Efficiency and Conservation (WEC) Activity team based in Amman, Jordan. (seconded to NCPMU Readiness Function at Ministry of Water & Irrigation).

Position Summary:
This position will operationalize the Readiness Function so it can effectively monitor and coordinate delivery of the readiness bulks through an integrated schedule, standardized operating procedures, structured coordination mechanisms with implementing entities, and consistent, reliable monitoring and reporting output.
Essential Job Functions:
• Monitor implementation timelines of the 11 bulks, ensuring technical alignment between the 11 bulks and the National Conveyance Project (NCP).
• Provide technical backstopping, surge support, and capacity building to Water authority of Jordan (WAJ) and utility PMUs responsible for procurement and implementation.
• Perform and oversee key tasks critical to the effective operationalization of the Readiness Function.
• Develop startup Standard Operation Procedures (SOP) and templates to support Readiness Function operations, covering project tracking, coordination routines, monitoring, reporting, and interface management.
• Develop and initiate officially endorsed coordination and interface management protocols with WAJ, and the utilities, defining roles and responsibilities, information flows, meeting structures, document‑control processes, escalation pathways, and bulk interface matrices.
• Assess centralized monitoring tools and a GIS‑enabled database by defining functional requirements and KPIs, validating dashboards, ensuring inclusion of readiness interface tracking, and embedding system use through clear guidance and on job coaching.
• Supporting and providing technical direction for the Project Management Unit/ Project Management Department (PMU/PMD) capacity assessment and strengthening plan.
• Translate findings into practical delivery improvements and targeted surge support for implementing entities.
• Support the design and delivery of targeted capacity‑building services for PMUs and PMDs covering monitoring, schedule and cost control, contract administration, safeguards tracking, and monitoring tools ensuring trainings are directly aligned with the practical delivery realities of the readiness bulks.
• Support emerging Readiness Function priorities through targeted technical assessments and oversight of preparatory studies for emerging bulk investments, thereby strengthening readiness, prioritization, and sequencing.
• Support the recruitment and staffing of the NCPMU Readiness Function.
• Liaise closely with WAJ and water utilities to track readiness implementation.
• Monitor disbursement, procurement, reporting, and compliance with Conditions Precedent and safeguard requirements that may affect schedules
• Provide WEC with monthly progress reports covering progress against Expression of Interest milestones, upcoming deliverables, key risks and bottlenecks, agreed follow-up actions, and any support required to maintain delivery momentum
• Other tasks as defined by the NCPMU Director and Readiness Manager.
Required Qualifications:
• Bachelor’s degree in Engineering or Management or Public Administration.
• Minimum 15 years of work experience in related area.
• Minimum 10 years of experience in infrastructure project management, investment management, and program implementation.
• Minimum of five years of experience in leadership positions with supervision responsibilities.
• Strong command in Arabic and English.
• Experience in Monitoring and Delivery activities.
• Experience working with government entities and utilities. .
Work Environment / Environmental Factors:
• This is a full-time (FT) position based in Amman, Jordan. The standard work schedule is Sunday to Thursday.
• This assignment will be conducted across all governorates of the Kingdom, according to the requirement of the project. Transportation may be required as needed.
