Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support.

Position Summary:

The Mid-Term Evaluation Team Lead will conduct a mid-term process evaluation of the Mozambique Local Governance Strengthening (LOGOS) contract, which completes 2.5 years of implementation by September 2023. The report produced in this assignment will inform USAID/Mozambique on how the LOGOS contract has implemented activities planned, assess resources allocated towards achievement of objectives, determine if interventions are sufficient to reach desired outcomes, and guide the USAID/Mozambique for future programming. This is a short-term position.

 

Responsibilities:

  • Assess the LOGOS’ progress in its theory of change to date.
  • Assess the extent to which each causal step in the ToC is achieving its intended change of strengthening the effectiveness, transparency, and accountability of participating subnational government entities to improve service delivery in education, health, and WASH sectors in the targeted geographic areas.
  • Assess the extent to which LOGOS work has improved the effectiveness and impact of USG investments to support service delivery in local governments in Mozambique.
  • Gather and document lessons learned, good practices and points of improvement to make possible adjustments to current implementation of the LOGOS contract and to inform future project designs.
  • Perform document review including but not limited to key activity/project documents (i.e. quarterly reports, success stories, evaluations), relevant USAID and external knowledge products and reports.
  • Perform fieldwork data collection to be conducted at different levels including national, provincial, district, and municipality, of project intervention. 
  • Submit daily data collection progress reports during fieldwork.
  • Report and disseminate the Findings, Conclusions and Recommendations (FCR) matrix that after approved will inform the drafting of the report.
  • Hold a debrief meeting with USAID on the FCR before drafting of report and host a stakeholder workshop to validate findings prior to submission of final report.

 

Qualifications:

  • Master’s degree in social sciences or other relevant field is required.
  • Minimum 10 years of experience evaluating international development programs required, preferably local governance in Africa. 
  • Experience with program evaluation in public sector capacity building programs is required.
  • Experience of evaluating integrated programs is required.
  • Knowledge of political economy and institutional analyses is required.
  • Knowledge of USAID evaluation requirements preferably for governance programs is preferred.
  • Strong communication, writing skills, analytical skills, interpersonal skills, team management, management, administrative, presentation design, delivery, and leadership skills is required.
  • Ability to manage a team of field data collectors to ensure quality and integrity of data collected is required.
  • Ability to lead field data collection in Mozambique is required.
  • Fluency in English is required. Fluency in Portuguese is preferred.
