Position Summary:
The Sectoral Subject Matter Expert (SME) on Human Rights Protection will collaborate closely with Monitoring and Evaluation (M&E) Specialists to provide expert guidance and enhance MEASURE’s human rights capacities. The SME will support Field Monitoring Visits (FMVs) in selected regions of Ukraine, focusing on the design, planning, execution, analysis, and reporting of FMV efforts for activities implemented with governmental, Civil Society Organizations (CSOs), and public service institutions.
Responsibilities:
- Contribute to the design, planning, and execution of field monitoring exercises related to human-centered reintegration, with a focus on civilians released from Russian captivity, individuals detained due to the war in occupied territories, and those affected by Russian aggression.
- Design and/or review data collection instruments, including questionnaires for different target groups.
- Conduct primary data collection at partner assistance sites, ensuring partner interventions are performed as designed and data collection approaches are implemented with sufficient rigor.
- Provide critical input during the development and review of FMV reports.
- Conduct and support data analysis, synthesizing research findings into comprehensive reports.
- Offer subject matter expertise on best practices in human rights protection issues.
- Collaborate closely with team members to ensure the successful implementation of FMV and related activities, integrating local context and sector-specific knowledge.
Qualifications
- A master’s degree or equivalent in a relevant academic field is required.
- Minimum 3 years of experience in the relevant field is required.
- Experience in protecting the rights of persons affected by armed aggression against Ukraine.
- Experience working in government agencies or CSOs in handling citizen inquiries related to the protection of their rights and freedoms.
- Understanding of the local context related to the protection of human rights and freedoms.
- Proficiency in report writing and Microsoft Office applications.
- Ability to travel within Ukraine is required.
- Strong proficiency in written and spoken English and Ukrainian is required.
