Proposal Summary:
Tetra Tech is recruiting a HSE Specialist for an anticipated assignment supporting the World Bank–financed Abuzabal Dumpsite Closure Project, a 28‑month effort focused on shaping and safely closing the existing dumpsite using geo‑synthetic materials, along with installing gas and leachate collection systems for the solid waste body. The project will be managed by the Ministry of Environment as part of its Greater Cairo Air Pollution Management and Climate Change Project.
As subcontractor to an Egyptian construction firm, Tetra Tech will be responsible for providing environmental health and safety monitoring, advisory and compliance services in support of the lead contractor’s obligations under the main contract for the Abuzabal Dumpsite Closure Project. This includes full alignment with the World Bank Environmental & Social Framework (ESF), Environmental & Social Impact Assessment (ESIA), Environmental & Social Management Plan (ESMP), applicable Egyptian laws and regulations, and international best practices.

Position Summary:
The HSE Specialist will support the Construction of the Abuzabal Dumpsite Closure Project by ensuring that all project activities adhere to health, safety, and environmental regulations. The role will focus on leading the development and implementation of HSE strategies, conducting risk assessments and audits, and providing expert guidance to project teams on compliance and hazard mitigation. The specialist will also deliver HSE training, monitor performance metrics, and promote a proactive safety culture across project operations.
Responsibilities:
- Lead the development and execution of HSE strategies that align with organizational goals and regulatory requirements.
- Conduct comprehensive risk assessments and audits to identify potential hazards and implement corrective actions.
- Collaborate with cross-functional teams to design and deliver HSE training programs that enhance employee awareness and engagement.
- Monitor HSE performance metrics and prepare detailed reports for management, highlighting areas for improvement and success stories.
- Act as a subject matter expert on HSE regulations, providing guidance to leadership and staff on compliance issues.
- Foster a proactive safety culture by promoting employee involvement in HSE initiatives and recognizing exemplary practices.
Qualifications:
Minimum bachelor’s degree in engineering.
Minimum 7 years of experience as a health and safety specialist/officer in similar construction projects in solid waste.
Safety procedures certificate (e.g. OSHA, NEBOSH or equivalent) certification.
Significant experience in developing and complying with labor management plans including provision of HSE training, emergency preparedness and response plan for all phases of the project under their control.
Experience recording and documentation of compliance and risk assessment (Qualitative / Quantitative).
Excellent knowledge of national labor legislation; familiarity with World Bank Environmental & Social standards or equivalent is a plus.
Proficiency in HSE management software and data analytics tools; ability to leverage technology to enhance HSE reporting and compliance tracking.
Knowledge of incident investigation methodologies and root cause analysis techniques.
Experience in conducting safety audits and investigations, with strong analytical and problem-solving skills.
Excellent communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
Fluent in Arabic; Strong spoken and written English skills.
